About measures for the effective organization of public administration in the agricultural and food sphere within administrative reforms

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of January 25, 2023 No. UP-14 "About First-priority Organizational Measures for Effective Establishing Activities of Executive Bodies of the Republic":

1. Approve:

Priority activities of the Ministry of Agriculture according to appendix No. 1;

Organizational structure of the Ministry of Agriculture according to appendix No. 2;

Organizational structure of Committee of veterinary science and development of livestock production according to appendix No. 3;

Organizational structure of Committee on development of silkworm breeding and the woolen industry according to appendix No. 4;

Organizational structure of the Agency on quarantine and protection of plants according to appendix No. 5;

Organizational structure of the Agency on development of agricultural industry according to appendix No. 6;

"Road map" on deepening of reforms in the field of agricultural industry and transformation of activities of system according to appendix No. 8 *;

Measures for material support of employees of the Ministry of Agriculture and its system according to appendix No. 9.

2. Transfer established posts with preserving the operating procedure for their financing, and also task and function of the Ministry of Agriculture (further - the Ministry) on implementation of the state control of protection of lands of agricultural purpose of Inspectorate for control of agro-industrial complex.

3. Determine that for the purpose of development of the agricultural and food sphere:

a) during the period till 2026 in agricultural industry due to annual attraction of foreign investments in the amount of 1 billion US dollars the production volume of agricultural products will be brought to 35 billion US dollars, and also programs for finishing the income from each hectare of irrigated lands to 5 thousand US dollars will be implemented;

b) The ministry annually develops and provides program implementation of covering of forecast indicators of regions and main types of the food products lacking part - at the expense of internal opportunities taking into account requirements of the population, industrial enterprises, the internal and external markets;

c) The ministry since harvest of 2023 annually renders assistance in the organization of works on landing of crops and to holding agrotechnical actions at the edges of fields and on land allocated to the population for maintaining Dehkan economy by farmer, Dehkan farms and agricultural enterprises, and also on increase in knowledge and skills providing interest of producers of products;

d) the operating mechanisms of placement of crops will be liberalized;

e) until the end of 2023:

the system of insurance providing protection against different risks and guaranteeing to producers of agricultural and food products of extraction of the stable income will be framed;

measures for development and stimulation of leasing transactions for widespread introduction to the sphere of agricultural industry modern, resource-saving the equipment and technologies will be taken;

legal mechanisms of ensuring food security of the population and use of the right of lease to lands of agricultural purpose as asset will be framed.

4. Implement procedure according to which the Ministry the edinolichiya will organize the leading activities in system on basis and having mutually coordinated activities of the subordinated organizations and republican executive bodies in its system according to the priority directions of the activities:

approves structure, established posts, expense budget of central offices of the Ministry, the organizations and republican executive bodies in its system, makes to them corresponding changes and additions, and also manages their property;

represents to the Cabinet of Ministers of the Republic of Uzbekistan candidates for assignment to positions of deputy managers and advisers of the Ministry and republican executive bodies in its system;

redistributes according to the legislation the funds of the Government budget allocated to the Ministry and republican executive bodies in its system and also the means saved from their use;

determines procedure and the amount of interfund redistribution of extrabudgetary funds of the Ministry, republican executive bodies and organizations in its system;

performs coordination of attraction and effective development of grants and borrowed funds of the international financial institutions and foreign states by the Ministry, republican executive bodies and the organizations in its system;

establishes monthly length-of-service allowances to the employees involved for work from the ministries, departments and the private sector performing activities in other spheres.

5. Assign to Agency on development of agricultural industry additional tasks in the field of wine growing and winemaking.

At the same time to the Ministry in week time concerning central office of the Agency on development of agricultural industry to take measures on:

a) to introduction of position of the deputy director on services of the food industry and innovations;

b) to formation of Department of conversion of agricultural products and servicing of the food industry.

6. Determine that since January 1, 2023 expenses on compensation of 657 employees of territorial subdivisions of the Ministry to whom tasks of land management and monitoring of lands are assigned are financed by means of the Government budget of the Republic of Uzbekistan.

At the same time the specified expenses are made in 2023 - within the budgetary funds allocated to the Ministry and republican executive bodies in its system from the republican budget of the Republic of Uzbekistan since 2024 - at the expense of the means provided in parameters of the Government budget of the Republic of Uzbekistan.

7. Send to Fund of development of agricultural industry and food supply under the Ministry of 50 percent of the additional payments charged on lease term of the parcels of land proceeding from the normative cost of the earth for acquisition of right to lease of land of agricultural purpose.

8. Establish procedure according to which since June 10, 2023:

a) The inspectorate for control of agro-industrial complex is granted the right to hearing of cases about administrative offenses and application of administrative punishments on the facts of violation of the requirements of the legislation carried to powers of Inspection, officials or other workers of subjects of entrepreneurship;

b) ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 14.11.2024 No. UP-184

9. Transfer since October 1, 2024 to private sector function of disinfecting (fumigation) of the quarantine exported products which are carried out by departments of disinfecting (fumigation) of the Agency of quarantine and protection of plants.

10. To the ministry to develop and bring in accordance with the established procedure in the Cabinet of Ministers:

in a month the draft of the relevant resolution on improvement of quality and efficiency by implementation of integration of science, education and production in the agrarian sphere;

in two-month time the Strategy of food security and healthy power supply of the Republic of Uzbekistan for 2023 - 2030;

in three-months time the National program of adaptation to climate changes and mitigations of their effects for agricultural industry on the basis of the international experience.

11. Make changes and additions to some acts of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 10.
