1. Approve the State health regulations and regulations "The paper and cardboard on the basis of waste paper intended for packaging of dry foodstuff. Hygienic requirements, quality criterions and safety, determination methods" (are attached).
2. To department of the state sanitary and epidemiological surveillance (Ponomarenko A. M.):
2.1. Provide state registration of this order in the Ministry of Justice of Ukraine.
2.2. Bring this order to permission of heads of the ministries, central executive bodies, organizations and institutions of the public sanitary and epidemiologic service, scientific institutions for use in work during implementation of the state sanitary and epidemiological surveillance.
3. Cancel "Health regulations and regulations "The paper and cardboard on the basis of waste paper intended for packaging of dry foodstuff. Hygienic requirements, quality criterions, determination methods", approved as the deputy chief state health officer of Ukraine of March 2, 1994 for N17/04-06/213.
4. To impose control of execution of the order on the director of the department of the state sanitary and epidemiological surveillance Ponomarenko A. M.

1.1. The state health regulations and regulations "The paper and cardboard on the basis of waste paper intended for packaging of dry foodstuff. Hygienic requirements, quality criterions and safety, determination methods" (further - DSANPIN) contain the sanitary and hygienic requirements, quality criterions of paper and cardboard, obligatory for accomplishment of all patterns of ownership by the companies, on the basis of waste paper intended for packaging of dry foodstuff with humidity % 15,0, and methods of determination of sanitary and hygienic indicators is no more.
1.2. For production of paper (cardboard) it is allowed to use the fibrous compositions containing primary fiber (cellulose of different types, wood pulp) and secondary fiber - waste paper according to GSTU 3500-97 "Waste paper paper and cardboard. Specifications" (further - GSTU 3500) the MS-1A, MS-2A, MS-3A, MS-4A, MS-5B, MS-6B, MS-7B, MS-8V, MS-9V, MS-10V, MS-13V brands of various light tones (white, gray, yellow and others). Incoming inspection of waste paper is exercised according to requirements of GSTU 3500.
1.3. In the course of technological production of paper (cardboard) dissolution of fibrous semifinished product on fibers, cleaning and sorting of fibrous weight, grinding and fibrillation of fiber is undergone in the water circle.
1.4. In fibrous weight in the course of its technological preparation in the presence of water, air, organic substances and temperature 15 - 40 hail. With there is intensive reproduction of microorganisms, initial raw materials and additives may contain cations of heavy metals. These factors can lead to pollution of fibrous weight of which products are made.
1.5. Dehydration in the course of forming of cloth on grid of the papermaking machine which assists removal of cations of heavy metals, and heat treatment of paper (cardboard) in drying part at temperature of 80 - 130 hail. With provide chemical and microbiological purity of products at the level of requirements to the packaging materials intended for packaging of dry foodstuff.
1.6. The paper (cardboard) on the basis of waste paper intended for production of packaging means for the purpose of packaging of dry foodstuff shall undergo output control on sanitary and hygienic indicators of quality and safety according to requirements of these DSANPIN.
1.7. Output control of sanitary and hygienic and microbiological indicators shall be carried out from each lot of products by laboratories, including the manufacturing companies accredited on this type of activity according to the current legislation. Organoleptic researches are conducted upon the demand of consumers.
