About approval of the Technique of implementation of efficiency analysis of non-financial measures of support of subjects of private entrepreneurship and the population with entrepreneurial initiative

According to the subitem 5) article 99 of the Entrepreneurial code of the Republic of Kazakhstan, PRIKAZYVAYU:

1. Approve the enclosed Technique of implementation of efficiency analysis of non-financial measures of support of subjects of private entrepreneurship and the population with entrepreneurial initiative.

2. To provide to department of the state support and protection of entrepreneurship of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the first vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Technique of implementation of efficiency analysis of non-financial measures of support of subjects of private entrepreneurship and the population with entrepreneurial initiative

Chapter 1. General provisions

1. This Technique of implementation of efficiency analysis of non-financial measures of support of subjects of private entrepreneurship and the population with entrepreneurial initiative (further – the Technique) is developed according to the subitem 5) of article 99 of the Entrepreneurial code of the Republic of Kazakhstan, determines single approach of efficiency analysis of non-financial measures of support and is applied to its assessment.

2. Efficiency analysis of non-financial measures of support of subjects of private entrepreneurship and the population with entrepreneurial initiative is performed by authorized body on entrepreneurship.

At the same time methodological support of the analysis is performed by the subordinated organization of authorized body for entrepreneurship.

3. Efficiency analysis of non-financial measures of support of subjects of private entrepreneurship and the population with entrepreneurial initiative is carried out on receivers of measures of support following the results of the previous calendar year by means of quantitative and high-quality methods.

4. Objects of efficiency analysis of non-financial measures of support is information officially provided to authorized body on entrepreneurship by results of activities of the interested central state bodies, operators of non-financial support.

5. In this Technique the following basic concepts are used:

1) authorized body on entrepreneurship – the state body of the Republic of Kazakhstan performing management and cross-industry coordination in the field of development and support of private entrepreneurship;
