About destruction of chemical weapon

This Federal Law establishes the legal basis of carrying out complex of works on destruction of the chemical weapon which is stored in the territory of the Russian Federation, and on safety of citizens and environment protection when carrying out the specified works.

Chapter 1. General provisions

Article 1. The basic concepts and their determinations used in this Federal Law

For the purpose of this Federal Law the following concepts and their determinations are used:

chemical weapon - in total or separately the toxic chemicals, ammunition and devices which are specially intended for deadly defeat or causing other harm due to toxic properties of the toxic chemicals released as a result of use of such ammunition and devices and also the equipment specially held for use is direct in connection with use of the specified ammunition and devices;

destruction of chemical weapon - process of irreversible transformation of toxic chemicals, ammunition and devices, the equipment for the purpose of reduction in the condition not suitable for use as chemical weapon;

transportation of chemical weapon - movement of chemical weapon on special road or rail transport from object for storage of chemical weapon to object for destruction of chemical weapon;

object for storage of chemical weapon - set of specially allocated and protected territory on which chemical weapon, and the main and auxiliary buildings and constructions intended for its storage resides;

object for destruction of chemical weapon - set of specially allocated and protected territory and the main and auxiliary buildings and constructions intended for the destruction of chemical weapon, storage, utilization and waste disposal which are formed in the course of destruction of chemical weapon;

zone of protective measures - the territory around object for storage of chemical weapon or object for destruction of chemical weapon within which the special complex of the actions aimed at providing collective and individual protection of citizens, environment protection against possible impact of toxic chemicals owing to emergence of emergency situations is performed; the area of the specified zone depends on the settlement or normalized safe level of environmental pollution and affirms the Government of the Russian Federation;

polyclinic consulting and diagnostic inspection of citizens - consultation and inspection of citizens in the diagnostic centers which are specially created under territorial medical institutions with attraction in need of specialists of profile research institutions, the medical centers, laboratories and specialized medical institutions for the purpose of detection of diseases at early stages and conducting examination for establishment of communication of diseases with functioning of objects for storage of chemical weapon and objects for destruction of chemical weapon;

information in the field of work on storage, transportation and destruction of chemical weapon - data on the state of health of citizens and objects of the environment in areas of placement of objects for storage of chemical weapon and objects for destruction of chemical weapon, actions for ensuring chemical, sanitary and hygienic, ecological and fire safety in case of work on storage, transportation and destruction of chemical weapon, and also about measures for prevention of emergence of emergency situations and liquidation of their effects in case of accomplishment of the specified works, provided on requests of citizens and legal entities, including public associations.

Article 2. Destruction of the chemical weapon which is stored in the territory of the Russian Federation

The chemical weapon which is stored in the territory of the Russian Federation is liable to destruction.

Terms of destruction of chemical weapon are established by the President of the Russian Federation on representation of the Government of the Russian Federation.
