RESOLUTION OF THE CABINET OF MINISTERS OF THE KYRGYZ REPUBLIC

About questions of training of the government civil servants and local government officers of the Kyrgyz Republic

For the purpose of creation of effective system of professional development of the government civil servants and local government officers, according to article 19 of the Law of the Kyrgyz Republic "About the public civil service and municipal service", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides providing system of the public and municipal authority with highly qualified personnel:

1. Approve:

- Regulations on procedure for training of the government civil servants and local government officers of the Kyrgyz Republic according to appendix 1;

- Regulations on the state order on training of the government civil servants and local government officers of the Kyrgyz Republic according to appendix 2.

2. To the state agency on cases of public service and local self-government under the Cabinet of Ministers of the Kyrgyz Republic to take measures for implementation of this resolution.

3. To the Ministry of Finance of the Kyrgyz Republic annually to provide in the republican budget financial resources on implementation of the state order on training of the government civil servants and local government officers of the Kyrgyz Republic.

4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This resolution becomes effective after seven days from the date of official publication.

Regulations on procedure for training of the government civil servants and local government officers of the Kyrgyz Republic

1. General provisions

1. This Provision regulates procedure for training of the government civil servants and local government officers (further - employees) holding managerial positions and is directed to improvement of efficiency and effectiveness of the public civil service and municipal service.

This Provision extends also to persons holding political state positions and political municipal positions.

2. Training of employees - purposeful, systematically and systematically organized process of mastering knowledge, abilities, skills for professional development of the employee performed according to requirements of state bodies and local government bodies.

3. Training of employees is performed in two forms - retraining and advanced training.

Retraining of employees - the training performed for the purpose of acquisition of additional knowledge, skills, studying of the separate subject matters necessary for accomplishment of new type of professional activity, expansion of qualification of employees for ensuring their adaptation to the changed economic and social conditions.

Advanced training of employees - the training performed for the purpose of updating of theoretical and practical knowledge, skills in field of activity of employees for effective implementation of the job responsibilities by them, development of additional professional educational programs including taking into account the international requirements and standards.

4. Retraining of employees is performed in case of change of job and functional responsibilities of the employee.

5. Advanced training of the employee is carried out within one group of positions at least once in 3 years.

6. Training includes two directions - general and departmental.

The general direction is training at regular system basis for execution by employees of general standard qualification requirements to the corresponding position or groups of positions of the public civil service and municipal service irrespective of field of activity.

The general direction is performed (is implemented) through the state order on training of the government civil servants and local government officers (further - the State order) according to state programs of training.

The departmental (industry) direction is training for execution by employees of special departmental qualification requirements on the basis of requirements of state body and local government body.

The departmental (industry) direction is performed (is implemented) through the departmental order for training of the government civil servants and local government officers (further - the departmental order) according to departmental training programs or training programs of the educational organizations performing the departmental order.

7. Authorized state body for public service and local self-government (further - authorized state body) regarding training of the government and local government officers:

- develops and approves regulatory legal acts and other documents in the sphere of training of employees;

- prepares offers for the President of the Kyrgyz Republic on forming and placement of the state order on training of employees;

- performs coordination of implementation of the state order on training of employees, efficiency evaluation and effectiveness of training;

- creates the statistical reporting in the sphere of training of employees;

- performs actions for realization of remote form of education of employees;

- interacts with various organizations at the national and international levels for training of employees;

- provides information availability in the solution of personnel problems on training in state bodies and local government bodies due to support of the departmental website and the printing edition;

- gives advisory, methodical and information help to state bodies, local government bodies, citizens concerning training of employees;

- performs monitoring of work of state bodies and local government bodies on compliance with law regarding training of employees;

- performs monitoring, the analysis and assessment of functioning of the public, municipal service and local self-government regarding training for decision making in their enhancement;

- coordinates questions of advanced training and retraining of the employees and persons consisting in reserves of personnel;

- coordinates the donor help in the sphere of training of employees.

The authorized state body for realization of the powers stated above has the right:

- organize complex carrying out training and advanced training of employees;

- request and receive from state bodies and local government bodies, legal entities and physical persons the data which are under their authority, within the conferred powers;

- perform other powers.
