About rendering legal aid at the expense of the state

The purpose of this Law is regulation of the relations in the field of rendering legal aid at the expense of the state.
The legislation on rendering legal aid at the expense of the state consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about rendering legal aid at the expense of the state then are applied rules of the international treaty.
In this Law the following basic concepts are applied:
legal aid at the expense of the state - the qualified legal aid given fully or partially at the expense of the state according to the procedures and conditions established by this Law, directed to protection of the rights, freedoms and legitimate interests of physical persons;
The register of the lawyers giving legal aid at the expense of the state - the database about the lawyers who signed according to this Law the agreement on rendering legal aid at the expense of the state;
the information system "Unified Register of Social Protection" - the database about the families and persons recognized needy;
needy person - person recognized as needy person by means of the information system "Unified Register of Social Protection";
the information system "Legal aid" - the special electronic information system intended for involvement of lawyers to rendering legal aid to physical persons at the expense of the state by random electronic sampling, and also accomplishment of other functions, stipulated by the legislation and not connected with rendering legal aid at the expense of the state.
The basic principles in the field of rendering legal aid at the expense of the state are:
legality;
priority of the rights, freedoms and legitimate interests of the person;
transparency;
objectivity, professionalism and competence;
inadmissibility of discrimination;
strict observance of Rules of professional ethics of lawyers and oath of the lawyer;
observance of lawyer secret;
non-admission of conflict of interest.
The main directions of state policy in the field of rendering legal aid at the expense of the state are:
development, approval and implementation of state programs in the field of rendering legal aid at the expense of the state;
creation and development of effective national system of rendering legal aid at the expense of the state;
providing the rights of the physical persons having the right to legal aid at the expense of the state on legal protection and guarantees of rendering legal aid at the expense of the state.

provides realization of single state policy in the field of rendering legal aid at the expense of the state;
