1. Approve:
The regulations on the information system "Unified Register of Capital Construction Projects" (are applied).
2. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:
2.1. to add subitem 7.2 of Item 7 of the Regulations on procedure for conducting state examination of the town-planning projects, architectural, construction projects allocated in them queues of the construction, start-up complexes and estimates (estimate documentation) approved by the resolution of Council of Ministers of the Republic of Belarus of September 30, 2016 No. 791, after the paragraph of the ninth with the paragraph of the following content:
"the project documentation on the construction objects allocated in them to construction queues in which there is no identification number of the capital construction project registered in the information system "Unified Register of Capital Construction Projects";";
2.2. to add part one of Item 3 of the Regulations on procedure for the direction of notifications on production of building and construction works approved by the resolution of Council of Ministers of the Republic of Belarus of May 8, 2018 No. 343, after the words "in the presence" with words "identification number of the capital construction project registered in the information system "Unified Register of Capital Construction Projects" and".
3. This resolution becomes effective in the following procedure:
Item 2 - in four months after official publication of this resolution;
other provisions of this resolution - in three months after its official publication.

1. This Provision determines procedure for use of directory monitoring system of the prices of materials for construction of the state information system "Gosstroyportal" (further - ISS of monitoring of the prices).
2. For the purposes of this provision terms and their determinations in the values established by the Law of the Republic of Belarus "About information, informatization and information security" and also the following terms and their determinations are applied:
authentication - complex of actions for check of accessory to the user of ISS of monitoring of the prices of the identifier entered by it, and also confirmation of authenticity of the identifier;
the registered user - the user of ISS of monitoring of the prices who underwent the procedure of authentication and identification;
the identifier - the unique name of the registered user allowing to distinguish it from other registered users;
identification - complex of actions for establishment and fixing of ISS of monitoring of the prices this about the user and to confirmation of reliability of these data;
materials for construction - the materials, products and designs used for construction;
the member of ISS of monitoring of the prices - the registered user included by the operator of ISS of monitoring of the prices in the list of the organizations providing information in ISS of monitoring of the prices.
3. ISS of monitoring of the prices is information subsystem of the state information system "Gosstroyportal".
The operator of ISS of monitoring of the prices is determined by the Ministry of Architecture.
4. Subjects of information relations have the right to use ISS of monitoring of the prices for the purpose of:
receipts of up-to-date information about current prices on materials for construction;
provisions of reliable information about current prices on materials for construction;
forming of the republican regulatory base of current prices on resources;
storages of price information on materials for construction.
5. Information security, containing in ISS of monitoring of the prices, is performed according to the legislation on information, informatization and information security, and also the legislation on personal data.
6. The procedure for authentication and identification of users of ISS of monitoring of the prices is determined by the operator of ISS of monitoring of the prices.
7. The information access, except specified in the part two of this Item containing in ISS of monitoring of the prices is performed by the registered users.

information on the average current prices on materials for construction received based on information on current prices on the specified materials provided by members of ISS of monitoring of the prices;
the price information on materials for construction provided by the registered users who expressed consent to distribution of such information;
the systematized code of names and codes of classification groups and subjects to classification (materials for construction) applied when calculating average current prices on materials to construction for forming of the republican regulatory base of current prices on resources;
list of members of ISS of monitoring of the prices;
the list of the normative reference information used in ISS of monitoring of the prices.
By provision and (or) distribution of the price information on materials for construction containing in ISS of monitoring of the prices, the user of ISS of monitoring of the prices specifies ISS of monitoring of the prices as source of this information.
8. The operator of ISS of monitoring of the prices by means of technical and software of ISS of monitoring of the prices provides accomplishment of the following functions:
ensuring smooth functioning of ISS of monitoring of the prices;
monitoring of functioning of ISS of monitoring of the prices;
ensuring proper technical condition of ISS of monitoring of the prices, development (upgrade), maintenance and completion of the available software;
the round-the-clock provision to users of ISS of monitoring of the prices of information access containing in ISS of monitoring of the prices;
