About measures for further enhancement of management system activities in the field of the treatment of household and building wastes

For the purpose of further enhancement of management system activities in the field of the treatment of the household and building wastes which are formed in industries of economy and settlements, implementations of the productions applying high technologies of conversion of waste, and also broad involvement of subjects of entrepreneurship to this sphere and creating favorable conditions to projects implementation of public-private partnership and the investment climate:

1. Approve offers of the State committee on ecology and environmental protection (further - Goskomecologies), Agencies on development of public-private partnership and Agency on management of the state assets about step-by-step implementation in regions of new model of public-private partnership when implementing activities in the field of the address with household waste.

At the same time according to the signed agreement on public-private partnership between the state partner - Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also territorial subdivisions of the Agency on waste management and development of circular economy and the private partner:

a) state partner:

performs fixing to the private partner of the corresponding territories for rendering services in collection and export of household waste;

transfers to the private partner to free use the buildings consisting on balance of the state companies and construction, including collection points for waste, containers for collection of waste (except for the containers acquired by mutual consent according to the procedure of payment by installments) for implementation of the activities specified in the agreement on public-private partnership with condition of accomplishment of routine maintenance and overhaul repairs of the specified objects, maintenance of the equipment in working order, payments of the established taxes on this property and attraction of additional capital investments and investments using technologies of construction of facilities of infrastructure of the address with waste for the term established by the agreement on public-private partnership;

realizes to the private partner the special vehicles and the equipment consisting on balance of the state companies specialized on rendering services in the field of the address with household waste with payment term by installments for a period of 10 years, including one-year grace period at the prices established by the estimative organizations and transfers to the private partner the order right them following the results of the project after complete payment of payments;

b) the private partner assumes the following obligations:

providing complete scope with services in collection and export of municipal solid waste of the population living in the territory assigned to it;

introduction of investments and development of infrastructure of sanitary cleaning according to the agreement on public-private partnership;

creation of opportunity for implementation by the state partner of control of movement of special vehicles and equipment, and also polygons of waste in real time;

ensuring connection to the single electronic system of collection and accounting of obligatory payments created by the state partner from physical persons and legal entities at the approved prices for rendering services in collection and export of municipal solid waste;

installation and start of technologies of sorting (conversion) of waste in the terms established in the agreement on public-private partnership.

2. Approve "Road map" on projects implementation of public-private partnership in the field of rendering services in collection and export of household waste in 2020-2021 according to appendix No. 1*.

3. To the ministry of ecology, environmental protection and climate change together with the Ministry of Economics and finance, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas:

a) provide achievement of the following indicators:

finishing level of scope of the population services in collection and export of household waste to 90 percent by the end of the current year, to 100 percent - by the end of 2021;

bringing amount of conversion of municipal solid waste to 21,8 of percent by the end of the current year, to 36,5 of percent - by the end of 2021;

bringing to 50 percent of share of private sector in the field of the organization of services in collection and export of household waste until the end of 2022;

b) provide transfer to special transit bank accounts of the territorial state unitary enterprises "Toza Hudud", accumulation on the special bank settlement account of the Agency on waste management and development of circular economy under the Ministry of ecology, environmental protection and climate change, the direction on updating of the park of special vehicles and the equipment, repayment of obligations on the borrowing facilities received from the international financial institutions under the state guarantee of the means arriving from realization of special vehicles and the equipment, and also containers of collection of waste within projects of public-private partnership.

4. Determine that since January 1, 2021:

rates of obligatory payments for rendering services in collection and export of household waste (except for payments for the separate services provided by the servicing organizations for contract prices) affirm as regions after approval by decisions according to Zhokargy Kenges Respubliki Karakalpakstan, Kengashami of People's Deputies of areas and the city of Tashkent with initial receipt of the conclusions of regulating authorities of the prices (rates);

in the territories fixed in accordance with the established procedure for rendering services to the clusters which are engaged in the complex address with household waste, procurement (purchase, acceptance) of secondary raw materials (except for purchases of scrap of metals and waste) it is performed by these clusters through collection points (except for purchase or acceptance of secondary raw materials by processing enterprises through the Items belonging to them located in this territory);

extraction and assignment of the secondary raw materials containing in structure of household waste in the course of rendering services in export of household waste, and also from collection points and sorting of household waste without the consent of the organizations specializing in rendering services in the field of the address with household waste is forbidden;

the updated list of the clusters having appropriate technologies and capacities for transportation, sorting, utilization and conversion of household waste, and also data on the territories fixed for rendering services to them are created by Agency on waste management and development of circular economy under the Ministry of ecology, environmental protection and climate change and posted on its official website.

5. Establish procedure according to which since January 1, 2021:

a) the building wastes which are formed when implementing works on construction, reconstruction, repair or demolition of buildings and constructions including it is expensive also engineering communications (further - construction works), go first of all for recycling, conversion or utilization;
