1. Approve the enclosed Instruction about procedure for issue of omissions on import (export) of specific goods (works, services).
2. Declare invalid the resolution of the Ministry of Defence of the Republic of Belarus, the Ministry of Internal Affairs of the Republic of Belarus, Committee for State Security of the Republic of Belarus and the State committee of border troops of the Republic of Belarus of April 9, 2003 No. 21/91/11/7 "About approval of the Instruction about procedure for issue of omissions on import (export) of specific goods (works, services)" (The national register of legal acts of the Republic of Belarus, 2003, No. 47, 8/9423).
3. This resolution becomes effective since January 1, 2007.

The instruction about procedure for issue of omissions on import (export) of specific goods (works, services) (further - the Instruction) is developed based on the Presidential decree of the Republic of Belarus of July 17, 2006 No. 460 "About measures of state regulation of import and export of specific goods (works, services)" (The national register of legal acts of the Republic of Belarus, 2006, No. 113, 1/7769) (further - the Decree) and determines procedure for registration, issue and representation in case of customs clearance of omissions on import (export) through customs border of the Republic of Belarus of specific goods (works, services) (further the omission).
2. The omission is the document granting the right to license-free movement (import (export) through customs border of the Republic of Belarus of the specific goods (works, services) specified in it and is represented in Items of customs clearance.
In case of temporary import (export) of specific goods (works, services) the omission is the basis for customs clearance both in case of temporary import (export), and in case of the return export (import) of the specific goods (works, services) specified in it.
3. For the purposes of this Instruction are understood as specific goods (works, services):
military products;
the cryptography tools (works, services), including the cryptographic equipment;
the special technical products intended for secret receipt of information.
4. The omission is issued by the Ministry of Defence of the Republic of Belarus, the Ministry of Internal Affairs of the Republic of Belarus, Committee for State Security of the Republic of Belarus, the State boundary committee of the Republic of Belarus (further - authorized bodies) based on the decision of the Interdepartmental commission on military technically cooperation and export control under the Security Council of the Republic of Belarus (further - the Interdepartmental commission) in cases:
accomplishment of shares on peacekeeping;
conducting exercises in the territory of the Republic of Belarus or other states;
temporary import (export) of specific goods (works, services) for repair, guarantee maintenance, upgrade;
import for the purpose of purchase for own needs the republican state bodies specified in paragraph one of this Item.
Export of the specific goods which are earlier temporarily imported on the territory of the Republic of Belarus according to omissions on import to conversion, temporary import is performed according to the same omissions.
Import of the specific goods which are earlier temporarily exported from the territory of the Republic of Belarus according to omissions on export for conversion, temporary export, leasing is performed according to the same omissions.
For receipt of permission to execution of the omission documents according to the procedure, established by acts of the legislation of the Republic of Belarus are submitted to the Interdepartmental commission.
5. The decision of the Interdepartmental commission is drawn up in the form of minutes abstract of meeting of this commission and goes to the relevant authorized bodies.
6. The omission is drawn up in duplicate and is registered in the book of registration.
