1. Approve the enclosed Procedure for filling of adjustment of the declaration on goods for express loads concerning goods which declaring is performed within carrying out in state members of the Eurasian Economic Union of pilot project (experiment) in the field of foreign electronic trading by goods.

2. This Decision becomes effective since October 1, 2023.

Procedure for filling of adjustment of the declaration on goods for express loads concerning goods which declaring is performed within carrying out in state members of the Eurasian Economic Union of pilot project (experiment) in the field of foreign electronic trading by goods

1. This Procedure determines rules of filling of adjustment of the declaration on goods for express loads (further - KDTEG) concerning goods which declaring is performed within carrying out in state members of the Eurasian Economic Union (further respectively - state members, the Union) pilot project (experiment) in the field of foreign electronic trading by goods according to the order of Council of the Eurasian economic commission of April 5, 2021 No. 7 (further - goods of electronic trading).

2. KDTEG depending on in what type the declaration on goods for express loads was submitted (further - DTEG), is filled in the form of the electronic document according to the structure approved by the Decision of Board of the Eurasian economic commission of January 22, 2019 No. 9, or in document type on paper in the form approved by the Decision of Board of the Eurasian economic commission of August 28, 2018 No. 142.

3. For the purposes of this Procedure the column is understood as detail (details) of structure of KDTEG in the form of the electronic document or structural unit of the KDTEG form in document type on paper which can include subsections, columns (columns), lines, elements. According to this Procedure in one column the data combined on one sign are specified.

4. KDTEG is filled concerning goods of electronic trading, data on which change, (are supplemented).

Columns KDTEG concerning the goods of electronic trading declared in DTEG filled taking into account the features determined by the Decision of Board of the Eurasian economic commission of August 3, 2021 No. 93 (further - features of filling of DTEG No. 1), are filled according to the rules of filling of the corresponding columns DTEG provided by features of filling of DTEG No. 1, except for of separate columns KDTEG which rules of filling are provided by this Procedure.

Columns KDTEG concerning the goods of electronic trading declared in DTEG filled taking into account the features determined by the Decision of Board of the Eurasian economic commission of August 3, 2021 No. 94 (further - features of filling of DTEG No. 2), are filled according to the rules of filling of the corresponding columns DTEG provided by features of filling of DTEG No. 2, except for of separate columns KDTEG which rules of filling are provided by this Procedure.

5. When filling KDTEG the reference books and qualifiers which are the parts of resources of single system of normative reference information of the Union, and also the reference books and qualifiers used for the customs purposes, created and which are subject to application according to the legislation of state members are applied.

6. The quantity of the filled KDTEG copies in document type on paper and procedure for their distribution correspond to the number of copies of DTEG and procedure for their distribution, the established procedure of filling of the declaration on goods for express loads approved by the Decision of Board of the Eurasian Economic Union of August 28, 2018 No. 142 (further - the Procedure for filling of DTEG).

7. KDTEG in document type is on paper filled with lowercase letters with use of printers and shall not contain erasures, blots and corrections.

8. The columns "The Sender (on General Delivery Note)", "Receiver (on General Delivery Note)", "A", "KDTEG", "Feature", "Prior Document", "Number of Sheets" and "Procedure" are located on the first sheet KDTEG in document type on paper.

If when filling KDTEG in document type on paper there is not enough place for specifying of data in the columns "General Information", "Data on Goods", "Data on Documents", "Code of Changes", the lines "In total on Individual Delivery Note (Total Weight Gross, Customs Value)" and "In total according to the Declaration on Goods for Express Loads (Total Weight Gross, Customs Value)", such data are specified on the second and the subsequent sheets of paper of format A 4, which are integral part of KDTEG in document type on paper.

When filling the second and subsequent sheets KDTEG in document type on paper:

all sheets (except the first) shall be numbered (number is put down on the center of the upper field of leaf);

each leaf in the right bottom corner is signed by person which filled KDTEG and makes sure by putting down of seal of the legal entity determined according to the subitem "b" of Item 1 of the order of Council of the Eurasian economic commission of April 5, 2021 No. 7 and participating in pilot project (experiment) in the field of foreign electronic trading by goods as the operator of electronic trading (further - the operator of electronic trading) if according to the legislation of state member the operator of electronic trading have seal, or personal number seal of the official of customs authority if KDTEG is filled with the official of customs authority.
