About approval of Rules of forming in electronic form on the portal of social services of the register of the organizations providing special social services

According to Item 2 of article 136 of the Social code of the Republic of Kazakhstan PRIKAZYVAYU:

1. Approve the enclosed Rules of forming in electronic form on the portal of social services of the register of the organizations providing special social services according to appendix 1 to this order.

2. Recognize invalid some orders of the Ministry of Labour and Social Protection of the population of the Republic according to appendix 2 to this order.

3. To provide to social services department of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

5. This order becomes effective since July 1, 2023 and is subject to official publication.

Rules of forming in electronic form on the portal of social services of the register of the organizations providing special social services

Chapter 1. General provisions

1. These rules of forming in electronic form on the portal of social services of the register of the organizations providing special social services (further – Rules) are developed according to Item 2 of article 136 of the Social Code of the Republic of Kazakhstan (dalee-Kodeks) and determine procedure for forming in electronic form on the portal of social services of the register of the organizations providing special social services (further – the register of the organizations).

2. In these rules the following basic concepts are used:

1) the register of the organizations providing special social services – the electronic list of the organizations which signed the contract for rendering special social services with local executive bodies.

2) the subjects providing special social services (further - suppliers) - the physical and (or) legal entities occupied in the state and non-state sectors on provision of special social services based on the license for provisions of special social services;

3) the portal of social services – the object of informatization representing single point of access to goods and the services provided by suppliers for persons with disability on the terms of compensation of their cost by local executive bodies within the guaranteed amount according to the Code;

4) authorized state body – the central executive body performing management and cross-industry coordination in the sphere of social protection of the population according to the legislation of the Republic of Kazakhstan, regulation, control functions behind activities of the State Social Insurance Fund.

3. The register of the organizations are created in electronic form based on the data provided by suppliers in case of their admission and registration on the portal according to the Rules of registration of suppliers of goods and (or) services or their removals from registration on the portal of social services, and also the admission of goods and (or) services for the portal of social services (further – Rules of registration) approved by authorized state body according to article 12 of the Code.

Chapter 2. Forming of the register of the organizations

4. The register of the organizations providing special social services is created on the portal of social services in form according to appendix 1 to these rules, on the basis:

the become effective agreement on rendering special social services signed with local executive bodies in the procedure established by the legislation (for private and non-governmental organizations);

funding plan (for municipal public institutions).

5. The register of the organizations contains the following data:

1) name of the organization;

2) business and identification number;

3) type of department of the organization;

4) type of department of the organization;

5) name of department of the organization;

6) address of provision of special social services;

7) contact information (mobile phone, e-mail address, contact telephone number, website (in the presence));

8) types of the rendered special social services provided by the Standards of rendering special social services in the field of social protection of the population approved by authorized state body according to the paragraph the fifth the subitem 5) of article 12 of the Code;

9) the number of the places intended for provision of special social services in forms of their rendering;

10) date of inclusion in the register;

11) date of removal from registration;

12) reason of removal from registration.

6. In case of the consent of the supplier of the data, containing in the register of the organizations, are public.

Chapter 3. Procedure for exception of the supplier of the Register

7. The exception of the supplier of the Register is performed automatically after removal of the supplier from registration, according to Rules of registration.

In case of removal from registration of the supplier on the portal, in the register of suppliers date and the reason of removal from registration are reflected.
