Article 1. Subject of regulation of this Federal Law

This Federal Law determines features of legal regulation:

1) actions of allowing documents in the sphere of traffic in weapons and in the sphere of private security activities, issued by law-enforcement bodies of Ukraine, state bodies of the Donetsk People's Republic, the Luhansk People's Republic;

2) the traffic in weapons which is not registered in accordance with the legislation of the Russian Federation and being in property of the citizens of the Russian Federation who are constantly living in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region (further - citizens of the Russian Federation), the foreign citizens and stateless persons which are legally in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region (further - foreign citizens and stateless persons), and also the weapon which is in property of the legal entities registered in the territories of these subjects of the Russian Federation (further - legal entities);

3) implementation of private security activities in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region;

4) implementation of security functions by the State unitary enterprise "Center of Special Purpose "Protection" of the Zaporizhia Region", including with use of separate types and models of military person-portable small arms;

5) implementation by management officials of certain subjects of the Russian Federation of measures for strengthening of protection of public order and to ensuring public safety, including with use of military person-portable small arms.

Article 2. About features of regulation of traffic in weapons based on the allowing documents issued by law-enforcement bodies of Ukraine, state bodies of the Donetsk People's Republic, the Luhansk People's Republic

1. Storage, storage and carrying, storage and use of the citizens of the Russian Federation and legal entities of weapon and cartridges who are in property to it till January 1, 2026 can be performed based on the corresponding permissions to storage, storage and carrying, storage and use of weapon issued by law-enforcement bodies of Ukraine, state bodies of the Donetsk People's Republic, the Luhansk People's Republic about day of entry into force of this Federal Law, including in case of expiration of the specified permissions, except as specified, established by this Article.

2. Acquisition of weapon and cartridges to it based on licenses (permissions) to acquisition of weapon, and also acquisition of cartridges to weapon based on the permissions to storage, storage and carrying, storage and use of weapon issued to citizens of the Russian Federation and legal entities by law-enforcement bodies of Ukraine, state bodies of the Donetsk People's Republic, the Luhansk People's Republic is forbidden, except as specified, provided by part 3 of this Article.

3. Acquisition of cartridges to weapon in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region is allowed based on the permissions to storage, storage and carrying, storage and use of weapon issued to citizens of the Russian Federation by law-enforcement bodies of Ukraine, state bodies of the Donetsk People's Republic, the Luhansk People's Republic, after registration of the specified weapon in territorial authority of the federal executive body performing functions on development and realization of state policy and normative legal regulation in field of activity of troops of national guard of the Russian Federation, in the sphere of traffic in weapons, in the sphere of private security activities, in the sphere of private security (further - authorized federal executive body), according to part 6 of this Article.

4. The period of ownership of citizens of the Russian Federation of fire long-barreled weapon based on the permissions to storage and carrying weapon issued by law-enforcement bodies of Ukraine, state bodies of the Donetsk People's Republic, the Luhansk People's Republic is set off during ownership of such weapon, No. 150-FZ provided by parts five, the eighth and ninth article 13 of the Federal Law of December 13, 1996 "About weapon".

5. The citizens of the Russian Federation and legal entities owning weapon based on the permissions to storage, storage and carrying, storage and use of weapon issued by law-enforcement bodies of Ukraine, state bodies of the Donetsk People's Republic, the Luhansk People's Republic perform storage, carrying, transportation, use, sale of the specified weapon according to the procedure, stipulated by the legislation the Russian Federation about weapon for citizens of the Russian Federation and legal entities owning weapon based on the corresponding permissions to storage, storage and carrying, storage and use of weapon issued by authorized federal executive body or its territorial authority if other is not provided by this Federal Law.

6. The citizens of the Russian Federation and legal entities performing storage, storage and carrying, storage and use of weapon based on the permissions specified regarding 1 this Article shall address to territorial authority of authorized federal executive body with statements for registration of the weapon belonging to them within one year from the date of entry into force of this Federal Law. In case of change of the residence within the Russian Federation the citizen of the Russian Federation within a month from the date of registration at the new place of residence shall address to territorial authority of authorized federal executive body with the statement for registration of the weapon belonging to it.

7. Storage of the civil weapon which is in property of citizens of the Russian Federation in the quantity exceeding the quantity of weapon established by the Federal Law of December 13, 1996 No. 150-FZ "About weapon" which the citizen of the Russian Federation has the right to have in property since July 1, 2024 is allowed after receipt of the license for weapon collecting in accordance with the legislation of the Russian Federation about weapon.

8. For receipt of the license for weapon collecting in the case specified in part 7 of this Article till January 1, 2026 passing by citizens of the Russian Federation of medical examination on availability of medical contraindications to ownership of weapon is not required.
