1. Approve the enclosed Regulations on single biometric system, including on its regional segments approved with Federal Security Service of the Russian Federation and the Central bank of the Russian Federation.

2. Declare invalid the order of the Government of the Russian Federation of June 16, 2022 No. 1089 "About approval of the Regulations on the unified information system of personal data providing processing including collection and storage, biometric personal data, their check and information transfer about degree of their compliance to the provided biometric personal data of physical person" (The Russian Federation Code, 2022, No. 26, the Art. 4475).

3. This resolution becomes effective from the date of its official publication, except for:

the subitem "g" of Item 8, subitems "i" and "k" of Item 10, Items 18 - 21, subitems "a", "v" - "m", "about" and "p" Item 22 and Items 23 - 27 Provisions, approved by this resolution which become effective since June 1, 2023;

subitems "b" and "n" of Item 22 of the Provision approved by this resolution which become effective since January 1, 2027.

1. This Provision determines the purposes and tasks of creation and development of single biometric system, including its regional segments, procedure for its functioning and interaction with other information systems.

Functioning of single biometric system, including its regional segments, is performed using the information technologies and technical means intended for processing of biometric personal data and vectors of single biometric system for the purpose of the carrying out identification and (or) authentication conforming to the requirements established according to the subitem "e" of Item 1 of part 2 of article 6 of the Federal law "About Implementation of Identification and (or) Authentication of Physical Persons with Use of Biometric Personal Data, about Modification of Separate Legal Acts of the Russian Federation and Recognition Voided Separate Provisions of Legal Acts of the Russian Federation" in which the software is used included in the unified register of the Russian programs for electronic computers and databases according to the Rules of forming and maintaining the unified register of the Russian programs for electronic computers and databases and the unified register of programs for electronic computers and databases from state members of the Eurasian Economic Union, except for the Russian Federation approved by the order of the Government of the Russian Federation of November 16, 2015 No. 1236 "About establishment of prohibition on the admission of the software coming from foreign states for the purposes of implementation of purchases for ensuring the state and municipal needs" which passed assessment established by the subitem "d" of Item 10 of this provision.
