1. Approve the enclosed Regulations on single biometric system, including on its regional segments approved with Federal Security Service of the Russian Federation and the Central bank of the Russian Federation.

2. Declare invalid the order of the Government of the Russian Federation of June 16, 2022 No. 1089 "About approval of the Regulations on the unified information system of personal data providing processing including collection and storage, biometric personal data, their check and information transfer about degree of their compliance to the provided biometric personal data of physical person" (The Russian Federation Code, 2022, No. 26, the Art. 4475).

3. This resolution becomes effective from the date of its official publication, except for:

the subitem "g" of Item 8, subitems "i" and "k" of Item 10, Items 18 - 21, subitems "a", "v" - "m", "about" and "p" Item 22 and Items 23 - 27 Provisions, approved by this resolution which become effective since June 1, 2023;

subitems "b" and "n" of Item 22 of the Provision approved by this resolution which become effective since January 1, 2027.

Subitems "an" - "in" and "e" Item 20, subitems "v" and "e" of Item 22, the subitem "g" of Item 23 and Item 24 of the Provision approved by this resolution are effective till January 1, 2027.

Regulations on single biometric system, including on its regional segments

I. General provisions

1. This Provision determines the purposes and tasks of creation and development of single biometric system, including its regional segments, procedure for its functioning and interaction with other information systems.

3. Functioning of single biometric system, including its regional segments, is performed taking into account provisions of the Federal Law "About Personal Data".

5. In single biometric system, including in its regional segments, processing, including collection and storage is forbidden for the purpose of implementation of identification and (or) authentication, to genomic information, the data carried to the state secret, and also data allowing to refer physical persons to separate categories of physical persons which participation in legal relationship is regulated by the Federal Laws specified in part 8 of article 3 of the Federal law "About Implementation of Identification and (or) Authentication of Physical Persons with Use of Biometric Personal Data, about Modification of Separate Legal Acts of the Russian Federation and Recognition Voided Separate Provisions of Legal Acts of the Russian Federation".

II. Single biometric system

6. The single biometric system is element of the infrastructure providing information and technological interaction of the operating and created information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically according to Regulations on the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically, the approved order of the Government of the Russian Federation of June 8, 2011 No. 451 "About the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically".

8. The single biometric system provides accomplishment of the following tasks:

b) placement of the biometric personal data by physical persons in single biometric system with use of mobile application of single biometric system using the user equipment (the terminal equipment) incorporating the identification module, according to the procedure, established according to part 11 of article 4 of the Federal law "About Implementation of Identification and (or) Authentication of Physical Persons with Use of Biometric Personal Data, about Modification of Separate Legal Acts of the Russian Federation and Recognition Voided Separate Provisions of Legal Acts of the Russian Federation";

d) transfer of vectors of single biometric system for the purpose of authentication implementation to the operator of regional segment of single biometric system, accredited state bodies, the Central bank of the Russian Federation in case of passing of accreditation by it, to the organizations performing authentication on the basis of biometric personal data of physical persons;

e) provision on the motivated inquiry sent in accordance with the legislation of the Russian Federation in federal executive body in the field of safety and the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of internal affairs for the purpose of ensuring defense of the country, safety of the state, protection of law and order, transport safety and counteraction to terrorism of the data containing in single biometric system;

e) other tasks determined by regulatory legal acts for the purpose of use of single biometric system in the legal relationship specified in Item 7 of this provision.

10. The operator of single biometric system performs the following functions:

a) ensuring technical functioning of single biometric system;

b) ensuring use of the biometric personal data placed in single biometric system according to the Federal Law "About Implementation of Identification and (or) Authentication of Physical Persons with Use of Biometric Personal Data, about Modification of Separate Legal Acts of the Russian Federation and Recognition Voided Separate Provisions of Legal Acts of the Russian Federation";

c) methodical support concerning accomplishment of the tasks specified in the subitem "an" of Item 8 of this provision;

d) consulting support concerning accomplishment of the tasks specified in the subitem "b" of Item 8 of this provision;
