About measures for the effective organization of activities of the Ministry of preschool and school education and the organizations in its system

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of January 25, 2023 No. UP-14 "About First-priority Organizational Measures for Effective Establishing Activities of Republican Executive Bodies":

1. Approve:

Priority activities of the Ministry of preschool and school education, according to appendix No. 1;

The program of the organizational changes which are carried out in system of the Ministry of preschool and school education according to appendix No. 2;

Organizational structure of the Ministry of preschool and school education, according to appendix No. 3;

Organizational structure of the Agency of specialized educational institutions, according to appendix No. 5;

"Road map" on deepening of reforms in the field of preschool and school education and transformation of activities of system according to appendix No. 6;

The list of functions of the Ministry of preschool and school education and the organizations in its system transferred to private sector according to appendix No. 7.

2. For the purpose of raising on the new level of preschool and general secondary education, increase in its quality and enhancement of educational programs to establish procedure according to which since 2023/2024 academic years step by step:

in 1 - 4 classes of general average educational institutions the training programs and educational and methodical complexes directed to forming at pupils of initial knowledge in 5 - 9 classes - basic knowledge, at 10-11 classes - knowledge corresponding to their interests and capabilities take root;

intersubject and intercool integration of programs of general secondary education and educational and methodical complexes is provided;

the new evaluation procedure of knowledge within which the teacher estimates at pupils skills of application of the passable subjects in practice, critical thinking and the analysis of the provided material takes root;

in initial classes of general average educational institutions the subject "information scientist", in middle classes - lessons of increase in financial literacy of pupils is entered;

the share of practical training in all objects is carried to 60 percent. At the same time subjects of subjects are acquired by solution of specific objectives, and practical training is given in the form of project implementation.

3. Determine that for the purpose of providing with qualified pedagogical personnel preschool, general averages and the out-of-school educational organizations:

a) since January 1, 2024 the system of professional certification of the applicants for the first time employed on pedagogical professions in general average educational institutions takes root. At the same time:

from 2023/2024 academic years the applicants with the higher education for the first time employed on pedagogical professions perform activities as teachers-trainees and within one year from the date of acceptance the obligation of receipt of the professional certificate is assigned to work on them;

to the teacher-trainee before receipt of the professional certificate by him applies base wage rate of the teacher with the higher education (without category);

b) since January 1, 2024 the new procedure for assignment of qualification category to pedagogical personnel of the state preschool, general averages and the out-of-school educational organizations takes root. At the same time:

testing for receipt of qualification category are carried out at least once a year in two steps within which at the first stage the level of knowledge of the applicant in subject of specialty and the professional standard is estimated, at the second stage - pedagogical skill;

before implementation of new procedure for assignment of qualification category the moratorium on carrying out testing for receipt of qualification category is imposed;

in the period of the moratorium pedagogical personnel is not involved in testing, effective period of the certificate confirming their qualification category is automatically prolonged before attraction to the next testing;

c) till January 1, 2025 practice of issue to pedagogical personnel of the qualification certificate on the basis of international standards by carrying out accreditation of system of issue of qualification categories by the competent foreign organizations is adjusted.

At the same time surcharge in the amount of 70 percent of the operating size of their tariff charge is paid to the pedagogical workers who received qualification category on the basis of international standards;

d) "the electronic portfolio" of pedagogical personnel in which are brought qualification level, results of professional development and achievement of teachers during their pedagogical activities is created;

e) specialized schools are determined as "basic schools" for general average educational institutions.

At the same time "basic schools" train teachers of general average educational institutions in new educational programs, the advanced techniques of maintaining lessons and modern evaluation methods of knowledge of pupils;

e) since June 1, 2024 base wage rates of teachers and tutors with the higher education of the state preschool educational organizations are equated to the operating sizes of base wage rates of the corresponding pedagogical employees of general average educational institutions.

4. Establish procedure according to which:

a) since September 1, 2023:

directors of general average educational institutions are granted the right to independently resolve issues of employment and dismissal of the deputies, to make up to 15 percent of changes to curricula within the taken-away total quantity of hours;

powers of departments of preschool and school education of areas (cities) of check of activities and quality evaluation of education in general average educational institutions stop;

in the Republic of Karakalpakstan, areas and the city of Tashkent the Boards of directors consisting of the most experienced directors of general average educational institutions are created;

appointment of directors of general average educational institutions is performed by the Ministry of preschool and school education of the Republic of Karakalpakstan, managements of preschool and school education of areas and the city of Tashkent (further – regional governments) on representation of the Board of directors on the basis of open tender;

b) since January 1, 2024 the system of professional certification of times in five years of directors of general average educational institutions takes root. At the same time the directors who did not undergo certification are dismissed in accordance with the established procedure.

5. To the ministry of preschool and school education (H. Umarov) till December 1, 2023 to attract on the contractual legal basis of foreign specialists as consultants of heads of regional governments.

Determine that:

the work payment terms established for foreign specialists of Presidential schools extend to foreign consultants of heads of regional governments, and expenses connected with it are financed by fund of assistance to reforms in the field of education;

the foreign specialists involved to implementation of activities in system of the Ministry of preschool and school education, in preschool, general averages and the out-of-school educational organizations are exempted from payments for attraction and use of foreign labor power in the Republic of Uzbekistan.

6. Cancel:

practice of issue of the Center of spirituality by district (city) departments and enlightenment of recommendations for purpose of personnel to position of the deputy director on spiritual and educational work in general average educational institutions;

procedure for issue of authorized state body by territorial departments in the field of sport and methodologists of sports schools of the directions for employment of teachers of the subject "physical culture" in general average educational institutions.

7. Determine that:

a) for the purpose of expansion of network of the non-state educational organizations, elimination of bureaucratic barriers in licensed and allowing procedures in the field of since October 1, 2023:

under the organization of activities of the non-state preschool and general average educational organizations requirements imposed to category of teachers and the maximum number of pupils in one class become simpler;

non-state preschool, general averages and the out-of-school educational organizations are allowed to organize gyms in the buildings belonging to them on the basis of the right of lease and free use meeting the established requirements;

carrying out preschool and school education by the Ministry and its territorial subdivisions of check of activities of the non-state educational organizations is performed according to the procedure of the notification of authorized body;

b) for the purpose of widespread introduction of information and communication technologies to the sphere, including digitalization of working process in the organizations of system, since January 1, 2024:

the child after the birth is registered online in the general average educational institution attached to the microsite to the address of its permanent residence;

plans of acceptance of general average educational institutions for each academic year are created on the electronic my.maktab.uz platform.

8. To the ministry of preschool and school education (H. Umarov) for the purpose of the informative organization of free time of pupils since 2023/2024 academic years:

on the basis of "The Syr Darya experience" to create on one modern school "Barkamol Avlod" in each region, to adjust in them activities of circles of training in professions and foreign languages, and also libraries;

organize with attraction of private sector modern circles at children's schools "Barkamol Avlod";

organize activities of circles for training of members of children's schools "Barkamol Avlod" for passing the international examinations in assessment of level of proficiency in foreign languages.

9. For the purpose of target and rational use of budgetary funds, increases in transparency of public procurements:

since July 1, 2023 to extend established procedure of forming and use of means of off-budget funds of general average educational institutions also to the state preschool and specialized educational organizations;

since January 1, 2024 to increase the sizes of base wage rates of employees of centralized financial and accounting service in time 1,5.

10. Transfer:

property of the abolished Agency on promoting of learning of foreign languages - to the Ministry of preschool and school education on the basis of the right of operational management, 100 percent of the means which are available in the Off-budget fund of the Agency - in Fund of assistance to reforms in the field of education;

buildings and constructions of the abolished State inspectorate for control of quality of education together with the corresponding property - to the Ministry of preschool and school education on the basis of the right of operational management.

11. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 22.06.2024 No. UP-94

12. Make changes and additions to some acts of the President of the Republic of Uzbekistan, according to appendix No. 8.

13. Recognize invalid some acts of the President of the Republic of Uzbekistan, according to appendix No. 9.

14. To the ministry of preschool and school education together with the Ministry of Justice in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.

15. Assign to the minister of preschool and school education H. U. Umarova and the director of the Agency of the specialized A.T educational institutions. Ubbiyeva the personal responsibility for the effective organization of execution of this Decree.

Priority activities of the Ministry of preschool and school education

Priority activities of the Ministry of preschool and school education are:

a) development and realization of single state policy, and also ensuring steady interrelation and continuity of educational and educational processes in the field of preschool, general secondary and out-of-school education;

b) implementation in educational and educational processes of the curricula, programs, educational and methodical complexes and modern pedagogical technologies developed on the basis of the international requirements;

c) education of pupils and pupils in the spirit of universal values, high spirituality, patriotism and humanity, further approval in their awareness and soul of the ideas of independence, and also forming of immunity to the destructive ideas;
