According to Articles 8, 22 and 24 Laws of Ukraine "About use of nuclear energy and radiation safety", article 12 of the Law of Ukraine "About allowing activities in the field of use of nuclear energy", the subitem 7 of item 4 of the Regulations On the state inspection of the nuclear regulation of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 20, 2014 No. 363, order:

1. Approve requirements to structure and contents of documents which are filed by the operating organization for receipt of license for activities at stage of removal from operation of the enclosed nuclear installation.

2. Declare invalid the order of the Ministry of Ecology and Natural Resources of Ukraine of October 31, 2000 No. 177 "About approval of Requirements to structure and contents of the report on the analysis of safety of removal from operation of nuclear power plants and research nuclear reactors", registered in the Ministry of Justice of Ukraine on November 21, 2000 at No. 842/5063.

3. To provide to department on safety of radiation technologies and the address from Russian joint stock company (Natalya fishing) submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

4. This order becomes effective from the date of its official publication.

Requirements to structure and contents of documents which are filed by the operating organization for receipt of license for activities at stage of removal from operation of nuclear installation

I. General provisions

1. These requirements establish requirements to structure and contents of separate documents which according to Regulations on the list of the documents submitted by the operating organization for receipt of license for activities at separate stage of the lifecycle of nuclear installation approved by the order of the State inspection of nuclear regulation of Ukraine of the January 28, 2015 No. 12, registered in the Ministry of Justice of Ukraine on February 12, 2015 at No. 152/26597, are submitted by the operating organization to Gosatomregulirovany with the statement for receipt of license for activities at stage of removal from operation of nuclear installation, namely to:

report on the analysis of safety of removal from operation of nuclear installation;

project of removal from operation of nuclear installation;

programs of radiation protection at stage of removal from operation of nuclear installation;

programs of the treatment of radioactive waste at stage of removal from operation of nuclear installation;

production schedules of removal from operation of nuclear installation;

emergency plan of nuclear installation.

2. These requirements are obligatory for the operating organizations of nuclear installations.

3. In these requirements terms are used in the following values:

the emergency plan of nuclear installation document of the operating organization in which the systematized complex of actions for emergency planning and reaction is determined;

the report on the analysis of safety of removal from operation of nuclear installation document of the operating organization in which safety of removal from operation of nuclear installation is proved;

the program of the treatment of radioactive waste at stage of removal from operation of nuclear installation document of the operating organization in which the integrated process of the treatment of all radioactive waste which is on nuclear installation is determined and will be formed throughout all stage of removal from operation of nuclear installation;

the program of radiation protection at stage of removal from operation of nuclear installation - the document of the operating organization in which the systematized complex of actions for ensuring radiation protection of personnel, the population and the surrounding environment is determined.

4. In these requirements the following reducings are used:

EO-ekspluatiruyushchaya organization;

OAB-report on the analysis of safety of removal from operation of nuclear installation;

The NPA - the regulatory legal act;

Russian joint stock company - radioactive waste;

RZ-radiatsionnaya protection;

YaRB-core and radiation safety;

YaU-core installation.

II. General requirements to structure of OAB

1. General requirements to OAB

1. Main objectives of OAB are:

reasons for providing safe condition of YaU throughout all stage of its removal from operation according to the strategy of removal from operation of YaU, certain EO;

reasons for the proposed technical and organizational solutions for protection of personnel, the population and the surrounding environment when implementing activities for removal from operation of YaU;

the analysis of emergencies and accidents and assessment of their effects, substantiation of measures on prevention of emergencies and accidents and mitigation of their effects;

reasons for safe handling of radioactive materials (including Russian joint stock company) which are saved up for YaU, and that which will be formed in case of performance of works on removal from operation of YaU;

demonstration of goal achievement of removal from operation of YaU.

2. OAB is developed with use of the estimates of safety executed taking into account option of the removal from operation determined in the concept of removal from operation of YaU.

3. Information and reasons for safety given in OAB are staticized in case of removal from operation of YaU in process of accomplishment of revaluations of safety of removal from operation of YaU according to general provisions of safety of removal from operation of nuclear installations.

4. Development and review of OAB are carried out with use of the differentiated approach in case of accomplishment of estimates and revaluations of safety of removal from operation of YaU.

5. VOAB are given the following data on the made analysis of safety:

information sources, basic data and assumptions used in case of accomplishment of the analysis;

techniques, models, settlement programs are used;

analysis results.

On the basis of safety analysis results data on measures for safety with reasons for their need and sufficiency are provided in OAB.

6. The amount and completeness of information which is provided in separate Sections OAB depend from:

features of the project of removal from operation of YaU;

stages of removal from operation of YaU;

amounts and characteristics of radioactive materials which are on YaU at different stages of its removal from operation.
