About approval of the Concept of state policy of the Republic of Uzbekistan in the sphere of the international relations

The large-scale work directed to realization of one of priorities of state policy - ensuring interethnic concord and tolerance in society, strengthening of the atmosphere of friendship and feeling of single big multinational family, education of youth in the spirit of love and commitment to the Homeland, respect for national and universal values, expansion of cultural and educational communications with foreign countries is in recent years done.

The provisions of the Constitution of the Republic of Uzbekistan proclaiming and guaranteeing that the people of Uzbekistan are constituted by citizens of the Republic of Uzbekistan, irrespective of their nationality are actively realized and also the Republic of Uzbekistan provides respect for languages, customs and traditions of the nations and nationalities living on its territories, creation of conditions for their development.

For this purpose under the Cabinet of Ministers of the Republic of Uzbekistan it is created and the Committee on the international relations and friendly communications with foreign countries which enables the consecutive realization of state policy on ensuring interethnic concord and tolerance in society performs activities.

Today representatives more than 130 nations and nationalities living in our country, using the identical rights and opportunities provided by the Constitution and the laws of the Republic of Uzbekistan, fruitfully work in various industries of economy and the social sphere, spheres of science and culture, making worthy contribution to prosperity of the Homeland and strengthening of its independence, increase in the authority and image of the republic on the international scene.

The analysis of dynamics of realization of priorities, the performed large-scale democratic reforms, the achieved considerable success in the field of liberalization political, economic, social, spiritual and other spheres of life of society give all grounds to claim that the people of Uzbekistan are joint around the single idea - achievement of noble purposes and the major tasks in the priority directions of development of the Republic of Uzbekistan.

At the same time in the conditions of the continuing globalization and transformation of the international and regional relations, strengthening in the world of economic, political, national, religious and other contradictions, increases of antagonism in information and cyberspace number of topical issues in the sphere of the international relations and further development of the friendly communications with foreign countries requiring the solution, among which remains:

further increase in level of interaction of state bodies and the organizations, local executive bodies with institutes of civil society in the sphere of the international relations and further development of friendly communications with foreign countries;

adjustment on places of system and mechanisms of monitoring of condition of the international relations as bases for the organization of activities for the early prevention and prevention of possible disagreements and conflict situations in society;

realization of complex of educational, information and cultural and educational measures for education of culture of international communication, to studying of history and traditions of the people of Uzbekistan;

enhancement of work on preparation, retraining and advanced training of specialists of state bodies, and also employees of other organizations in the sphere of the international relations and further development of friendly communications with foreign countries.

For the purpose of consecutive implementation and further enhancement of state policy in the sphere of the international relations and development of friendly communications with foreign countries, and also according to the Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Determine the main directions of state policy of the Republic of Uzbekistan in the sphere of the international relations:

enhancement of mechanisms of interaction of state bodies and the organizations, local executive bodies with institutes of civil society, including mass media, when implementing state policy of the Republic of Uzbekistan in the sphere of the international relations and further development of friendly communications with foreign countries;

creation of additional social and economic terms for effective realization of state policy of the Republic of Uzbekistan in the sphere of the international relations and further development of friendly communications with foreign countries, preserving and development of language, culture, traditions and customs of representatives of various nations and nationalities living in the republic;

further strengthening of feeling of multinational big family in society, friendship and consent between representatives of various nations and nationalities living in the republic, education of the younger generation in the spirit of love and commitment to the Homeland, ensuring equality of citizens, non-admission of infringement of their constitutional rights and freedoms;

development of international cooperation and friendly communications with foreign countries for the purpose of strengthening of the international relations, protection of the rights, freedoms and legitimate interests of citizens in the territory of the country and beyond its limits, support of compatriots and implementation of close cooperation with the Uzbek diasporas abroad, increase in the authority and image of Uzbekistan on the world scene;

enhancement of organization-legal bases of the international relations taking into account priorities of the state and social development of the Republic of Uzbekistan, the best foreign practices.

2. Approve:

The concept of state policy of the Republic of Uzbekistan in the sphere of the international relations (further - the Concept) according to appendix No. 1;

"Road map" on implementation of the Concept of state policy of the Republic of Uzbekistan in the sphere of the international relations in 2019 - 2021 (further - "Road map") according to appendix No. 2.

Determine that coordination of realization and monitoring of high-quality and timely accomplishment of the Concept and "Road map" are performed by Committee on questions of the international relations and compatriots abroad of the Republic of Uzbekistan (further - Committee).
