About measures for the effective organization of public administration in the sphere of digital technologies within administrative reforms

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of January 25, 2023 No. UP-14 "About First-priority Organizational Measures for Effective Establishing Activities of Republican Executive Bodies":

1. Approve:

Priority activities of the Ministry of digital technologies according to appendix No. 1;

The main directions of digitalization of spheres, industries and regions according to appendix No. 2;

The program of reorganization and renaming of the organizations in system of the Ministry of digital technologies according to appendix No. 3;

Organizational structure of the Ministry of digital technologies according to appendices No. No. 4 - 4b;

"Road map" on deepening of reforms in the sphere of digital technologies and transformation of activities of system according to appendix No. 5.

2. Determine that for the purpose of digitalization of the relations between the population, subjects of entrepreneurship, state bodies and the organizations, and also creating favorable conditions for use of digital services and services:

The single portal of interactive state services (further - the Single portal) is single point of access to rendering digital services and to services, and also receipts of their results;

stages of use of the services rendered on the Single portal are optimized by the principle "3 steps";

till December 1, 2023 for the purpose of creation of possibility of independent use of citizens of digital services in the centers of the state services at the first stage are created 14 of "Points of digital services";

till January 1, 2024 the new form of the software of provision of services on the Single portal uniting possibilities of digital services and services, electronic payment and media resources takes root.

3. Within the Digital Government system:

a) the priority projects of digitalization of public administration and industries of real production sector, and also digital transformation of regions created by the Ministry of digital technologies are put into practice;

b) for the purpose of acceleration of process of transition to maintaining paperless clerical work by means of the edo.ijro.uz module developed based on Single interdepartmental electronic system of performing discipline "Ijro.gov.uz" completely are transferred to electronic document management system:

since September 1, 2023 - central offices of executive bodies;

since May 1, 2024 - territorial subdivisions of executive bodies, and also their subordinated organizations;

c) the requirements provided by subitems "an" and "b" of this Item of Audit Chamber do not extend.

4. Determine that:

a) the organizations in which authorized capital the state share constitutes 50 and more percent are recommended to implement the mechanism of material stimulation of the workers directly responsible for projects on digitalization of production processes and rendering services at the expense of the means saved as a result of implementation of these projects;

b) since September 1, 2023 republican and local executive bodies shall use in the information systems the single nation-wide reference books and qualifiers placed in the Information system of single identifiers, registers of reference books and qualifiers of the Digital Government system.

5. Transfer since January 1, 2024 to private sector the following functions of the Ministry of digital technologies in the sphere of communication:

development of the design estimates of construction of buildings, constructions and other objects;

designing of local, long-distance and international networks.

6. Determine that since August 1, 2023:

the allowance in the amount of 20 percent from official pay rate by extrabudgetary funds, and also budgetary funds within the salary fund of the organizations is paid to the workers responsible for development of information technologies and communications in state bodies and other state-financed organizations having the international certificate in the sphere of information and communication technologies in addition to the established allowances. At the same time, the list of international certificates is constituted by the Ministry of digital technologies and will be published on its official website;

the allowance in the amount of 30 percent of the salary fund by extrabudgetary funds of these bodies is monthly paid to deputies for digitalization of heads of the state bodies which are not covered by the rating of assessment of condition of implementation of information technologies and digital services, the constituted Ministry of digital technologies.

7. Establish procedure according to which since January 1, 2024 the Inspectorate for control publishes each six months the rating of level of satisfaction of the population and subjects of entrepreneurship digital services and services on the Single portal of interactive state services created without human factor in the sphere of informatization and telecommunications.

8. Approve the offer of the Ministry of digital technologies and the general public about the announcement on May 7 - Day of the worker of the sphere of information and communication technologies of the Republic of Uzbekistan.

9. Make additions and changes to some acts of the President of the Republic of Uzbekistan according to appendix No. 6.

10. Recognize invalid some decisions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 7.

11. To the ministry of digital technologies in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.

12. Assign to the minister of digital technologies Sh. H. Shermatov the personal responsibility for the effective organization of execution of this Decree.

To assign discussion of course of execution of the Decree, implementation of coordination and control of activities of the responsible organizations to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.

 

Appendix No. 1

Priority activities of the Ministry of digital technologies

Priority activities of the Ministry of digital technologies are:

a) the organization of development and approval of regulatory legal acts and regulations in the field of technical regulation;

b) implementation of digital technologies, program implementation in spheres of telecommunications and mail service, digital economy and the digital government, implementation of space technologies and technologies of artificial intelligence, implementation, development and determination of the priority directions of single state policy in the sphere of digitalization of services and services on the basis of the principles "the state - the citizen" and "the state - the entrepreneur";

c) coordination of processes of implementation of information systems and resources in republican executive bodies, executive bodies on places, and also bodies of economic board;

d) development of the digital industry, creating favorable conditions for the domestic and foreign companies by support of activities of science and technology parks in this sphere;

e) management and ensuring effective functioning of infrastructure of telecommunications and mail service, and also coordination of activities for rendering services in the sphere of telecommunications;

e) licensing of activities in the sphere of telecommunications, implementation of the state control in spheres of service quality of information technologies, telecommunications and mail service and information security, and also rendering service of the confidential third party;

g) regulation of use of range of radio frequencies and registration of mobile devices, development of the direction of information security;

h) development of education in the sphere of digital technologies, including the organization of preparation, retraining and advanced training of personnel;

i) increase in digital knowledge and skills of youth, women and other segments of the population, carrying out scientific research in this sphere;

j) development of the priority directions of digitalization of spheres, industries and regions, determination of points of growth of digitalization by spheres and forming of the projects which are subject to realization.

Main directions of digital transformation of spheres, industries and regions

The main directions of digital transformation of spheres, industries and regions are:

a) digitalization of the relations between the population, subjects of entrepreneurship and state bodies and the organizations, and also creating favorable conditions for use of digital services and services;

b) transition to new stage of the Electronic Government system - "The digital government", providing complete digitalization of activities of the state departments;

c) program implementation "The digital region", providing implementation of modern methods of management in regions on the basis of information systems and resources;

d) transformation of our country into "IT hub" and building-up of export of services by creating favorable conditions for the IT industry;

e) increase in knowledge and skills of the population concerning digital technologies, and also enhancement of system of training;

e) development of modern and high-quality digital infrastructure;

g) implementation of information technologies and establishing effective digital control behind quality of the rendered electronic services.

Based on the Aloqaloyiha Limited liability company in case of establishment of the Ministry of digital technologies is created, 49 percent of the state share in which its authorized fund privatizations are subject.
4.	State unitary enterprise "Habar newspaper editorial office.	The Habar newspaper editorial office in case of establishment of the Ministry of digital technologies will be reorganized into Limited liability company ".	Based on the Limited liability company "Habar newspaper editorial office, 49 percent of the state share in which its authorized fund privatizations are subject is created.
5.	State unitary enterprise "Center of scientific and technical and marketing researches "UNICON.UZ".	The center of scientific and technical will be reorganized into Limited liability company" and marketing researches of "UNICON.UZ" in case of establishment of the Ministry of digital technologies.	Based on the Limited liability company "The center of scientific and technical and marketing researches "UNICON.UZ" is created in case of establishment of the Ministry of digital technologies.
