About carrying out experiment on application of electronic navigation seals when transporting in mutual trade of the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation of goods railway and (or) automobile modes of transport

For the purpose of implementation of the order of Eurasian intergovernmental council of October 21, 2022 No. 25 "About carrying out experiment on application of electronic navigation seals", and also practical working off of mechanisms of monitoring and tracking of transportations within the Eurasian Economic Union the Government of the Russian Federation decides:

1. Make experiment on application of electronic navigation seals when transporting in mutual trade of the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation of goods railway and (or) automobile modes of transport (further - experiment).

2. Determine that:

a) the federal executive body authorized on ensuring carrying out experiment is the Ministry of Transport of the Russian Federation;

b) the bodies of the Russian Federation participating in experiment are the Ministry of Economic Development of the Russian Federation, the Federal Customs Service, Federal Tax Service and Federal Service for Veterinary and Phytosanitary Surveillance (further - state bodies of the Russian Federation).

3. Agree with the offer of the "Center of Development of Digital Platforms" limited liability company on participation of this society in experiment as the national operator of the sealing of the Russian Federation authorized on interaction with the Ministry of Transport of the Russian Federation and state bodies of the Russian Federation and providing tracking of transportations using electronic navigation seals within the experiment (further - the authorized operator of the Russian Federation), meaning implementation by the authorized operator of the Russian Federation of functions on provision of electronic navigation seals in the quantity necessary for carrying out experiment, and also on application of own information system for implementation of collection, processing, storage of information on transportations arriving from electronic navigation seals within the experiment and transfers of such information in the Ministry of Transport of the Russian Federation and state bodies of the Russian Federation by means of provision of access to the information system.

4. Recommend to the authorized operator of the Russian Federation in interaction with the authorized operator of the Republic of Kazakhstan and the authorized operator of the Kyrgyz Republic:

a) provide integration of the information systems applied by the specified authorized operators for exchange of information about transportations and information arriving from electronic navigation seals within the experiment within 15 days from the date of entry into force of this resolution;

b) inform after completion of the specified integration the Ministry of Transport of the Russian Federation on results of carrying out technical testing and readiness of the information systems specified in the subitem "an" of this Item to carrying out experiment.

5. Provide completion of experiment not later than 15 days before the date determined by the order of Eurasian intergovernmental council of October 21, 2022 No. 25 "About carrying out experiment by application of electronic navigation seals" for informing the Eurasian economic commission on results of experiment.

6. Determine that within carrying out experiment:

a) integration of information systems of the authorized operator of the Russian Federation, the authorized operator of the Republic of Kazakhstan and the authorized operator of the Kyrgyz Republic shall provide exchange of information, arriving in case of activation from electronic navigation seals, about location and condition of electronic navigation seals, and also about emergency situations along the line which treat:

unauthorized actions (violation of integrity of element of sealing of electronic navigation seal);

violation of integrity of the case of the electronic block of electronic navigation seal;

lack of data transmission from electronic navigation seal more than 4 hours;

low level of charge of the rechargeable battery of electronic navigation seal (less than 10 percent);

actual loss of electronic navigation seal;

b) activation of electronic navigation seal provides receipt in information system of the authorized operator in which the electronic navigation seal, and transfer to information systems of other authorized operators of the following information on transportation is registered:

for motor transportations:

name of automobile carrier;

type, the state of registration and registration sign of the vehicle, trail car or semitrailer truck, number of the container used when implementing motor transportation (in the presence);

phone number of the transport driver;

codes of the transported goods according to the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union in format at least than 10 signs;

the planned Item of removal of electronic navigation seals;

quantity of the imposed electronic navigation seals with indication of their serial numbers;

for rail haulings:

name of the consignor and (or) freight forwarder;

number of unit of railway rolling stock (in the presence), number of the container used when implementing rail hauling;

codes of the transported goods according to the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union in format at least than 10 signs;

the planned Item of removal of electronic navigation seals;

the quantity of the imposed electronic navigation seals corresponding to the number of the places which are specially provided for installation of locking and sealing devices with indication of their serial numbers;

c) in the territory of the Russian Federation electronic navigation seals are imposed on cargo sections automobile and the rail vehicles moving goods in mutual trade between the Russian Federation and the Republic of Kazakhstan, the Russian Federation and the Kyrgyz Republic no more than in 75 transportations;

d) imposing of electronic navigation seals on cargo sections of rail vehicles is performed by the authorized operator of the Russian Federation in interaction with railway carrier;

e) imposing of electronic navigation seals on cargo sections of automotive vehicles is performed by the authorized operator of the Russian Federation;

e) removal of electronic navigation seals from cargo sections of rail vehicles is performed in the territory of the Russian Federation by the authorized operator of the Russian Federation in interaction with railway carrier;

g) removal of electronic navigation seals from cargo sections of automotive vehicles is performed in the territory of the Russian Federation by the authorized operator of the Russian Federation;

h) activation and deactivation of electronic navigation seals are performed by the authorized operator of the Russian Federation.

7. Participation of the authorized operator of the Russian Federation, consignors, consignees, freight forwarders, automobile and railway carriers is performed on voluntary and non-paid basis.
