About measures for expansion of scope and improvement of quality of digital services, and also digital transformation of spheres, industries and regions

For the purpose of creating favorable conditions for access of the population and subjects of entrepreneurship to digital services, improvements of business climate, reducing bureaucratic procedures, and also digital transformation of public administration, industries of real production sectors and regions:

1. Approve:

a) 300 priority projects performed within the Digital Government and Digital Region programs in 2023-2024, in particular:

the list of 112 priority projects on digitalization of public administration according to appendix No. 1;

the list of 51 priority projects on digitalization of industries of real production sectors according to appendix No. 2;

the list of 137 priority projects on digital transformation of regions according to appendix No. 3;

b) The list of 95 services and services implemented on the Single portal of interactive state services first of all within finishing until the end of 2023 the number of the rendered services on the portal to 570, and also the schedule according to appendices No. No. of 4-4;

c) The plan of practical measures for implementation of billing systems in some industries of the social and economic sphere according to appendix No. 5;

d) The list of 47 types of data which reclamation at the population and subjects of entrepreneurship is cancelled since December 1, 2023 by their representation in digital format in interdepartmental integration platform of the Digital Government system according to appendix No. 6;

e) The list of the notifications and notifications sent to the population and subjects of entrepreneurship on condition of access to services according to appendix No. 7.

2. Establish procedure according to which the Ministry of digital technologies (Sh. H. Shermatov) is responsible for coordination and acceleration of projects of digitalization in spheres and industries, including first of all in 2023-2024 - in spheres of health care and water economy.

At the same time, for effective projects implementation of digitalization, and also joint operation with the responsible ministries and rendering the full practical assistance to them activities of "project offices" without the status of the legal entity under Public institution "Project management center of the digital government" will be organized.

3. Determine that, since June 1, 2023, the part of the projects realized republican and local executive bodies at the expense of external credits and means of free aid, directed to digital components without fail is approved with the Ministry of digital technologies.

4. Within the Digital Region program:

a) the information system "Digital Geoportal" and the National Control platform till September 1, 2023 are started in the cities of Angren, Akhangarana, Yangiyule, Chirchiq and Nurafshana, and until the end of 2023 - in the cities of Jizzakh and Urgench.

At the same time, in case of development of programs of social and economic development of regions acceptance in attention of the reasons of the problems stated in the applications and claims which arrived from the population on the Narodny Kontrol portal with their analysis for the purpose of their prevention in the future is obligatory;

b) 70 data of the ministries and departments according to appendix No. 8 * are integrated into the information system "Digital Geoportal" and the National Control platform;

c) on digitalization of regions the personal responsibility is born:

for projects implementation - the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas and the city of Tashkent, including for start in the current year the projects provided in this Item - khokimiyats of the Tashkent region (Z. Mirzayev), the Jizzakh region (E. Soliyev) and the Khorezm region (Zh. Rakhimov);

for implementation of projects and their technical support - Department of Digital Development Limited liability company (further - Digital department);

for coordination of work on projects implementation - the Ministry of digital technologies (Sh. Shermatov);

d) for implementation of projects on digitalization of regions and their technical support project offices under Digital department will be organized.

5. Determine that:

on Digital department requirements of the paragraph of third Item 18 of the resolution of the President of the Republic of Uzbekistan of August 22, 2022 No. PP-357 "On measures for raising on the new level of the sphere of information and communication technologies in 2022-2023" expatiate;

The digital department is granted the right of the conclusion of the direct agreement with local executive bodies on implementation of platform and the information systems provided in item 4 of this resolution.

6. Determine that for the purpose of bringing amount of business volume to 500 million US dollars in 2023 by development of the sphere of electronic commerce, and also reducings shadow turnover in economy since October 1, 2023 subjects of entrepreneurship are allowed to perform transactions of retail trade by the goods placed in customs regime of free warehouse within electronic business activity.

7. Include in the list of the types of activity permitted to implementation by residents of the Technological park of software products and information technologies (further - the IT park), the following additional directions:

development and servicing of multimedia, design and animation products with use of the software;

venture funding of projects in the field of information technologies and implementation of acceleration programs by the organizations located in the territory of the IT park and its branches and which were registered on legal address.

8. Determine that the directorate of the IT park and the legal entities having in authorized fund the state share in the amount of 50 percent and more are allowed to be provided directly in lease to the residents of the IT park having front lines startup projects in the field of digital technologies, the real estate objects located in the territory of the IT park.

At the same time the means which arrived from provision in lease of real estate objects are left at the disposal of asset holders of these objects.

9. For the purpose of enhancement of system of training of highly qualified specialists and personnel in the field of digital technologies:

a) as the next stage of the One Million Programmers project on foreign prestigious educational platforms the possibility of training at online training courses in the IT direction will be organized.

At the same time:

15 thousand young people which successfully ended rates at which skills of implementation of activities internationally will be created will be selected;

practice of selection for the youth which successfully ended training at foreign prestigious educational platforms and having the appropriate certificate, consumer loans for acquisition of computers continues;
