a) conducting entrance tests in case of acceptance on training, intermediate and final assessment according to educational programs of the higher education - to programs of bachelor degree, programs of specialist programme, programs of magistracy;

b) implementation of clearing settlements in the organizations of trade and service industry, for the purpose of tax payment, charges, the insurance premiums and other payments which are sources of forming of the income of budgets of the budget system of the Russian Federation in the amount which is not exceeding 5000 rubles including the value added tax;
