About introduction of utilization collection for some types of goods
According to the laws of the Republic of Uzbekistan "About conservation" and "About waste" the DECIDES: Cabinet of Ministers
1. Approve, since August 1, 2020, rate of utilization collection and the list of types and categories of wheel vehicles, self-propelled machines and trail cars to them for which utilization collection, according to appendix is paid.
2. Determine that:
a) payers of utilization collection are the physical persons and legal entities which are drawing up the vehicles in customs regime "release for free circulation" (import), or the physical persons and legal entities making (collecting, making) the wheel vehicles, self-propelled machines and trail cars to them (further - vehicles) realized in the territory of the Republic of Uzbekistan;
b) utilization collection is not paid for the following vehicles:
the vehicles belonging to the diplomatic representations or consular establishments, the international organizations using privileges and immunity according to the conventional principles and rules of international law and also the staff of such representations, organizations, organizations having the diplomatic status, not being citizens of the Republic of Uzbekistan and members of their families;
vehicles of categories L and M 1, from date of issue of which there passed 30 and more years, and also categories M2, M3 and N from which date of issue there passed 50 and more years which are not intended for commercial transportations of passengers and loads, having the original engine and body kept or restored to original condition;
the cars imported for the purpose of the charitable help with the directions of the interstate, intergovernmental, international organizations, including technical assistance (non-paid);
the vehicles imported into the Republic of Uzbekistan, which are drawn up in customs regime of "temporary import".
3. To the Ministry of Economic Development and reducings poverty together with the Ministry of Finance and the State committee on ecology and environmental protection on the basis of studying of the best foreign practices in two-month time to introduce to the Cabinet of Ministers of the Republic of Uzbekistan the draft of the order of the Government regulating process of utilization and recycling of vehicles and their components in which to provide:
measures for regulation of technical and ecological requirements for use in the territory of the Republic of Uzbekistan of obsolete vehicles;
procedure for collection, calculation, payment, collection of utilization collection concerning wheel vehicles, self-propelled machines and trail cars to them, and also return and accounting of excessively paid or excessively collected amounts of utilization collection;
procedure for financing of expenses on the organization of infrastructure for work with waste of vehicles, and also expense recovery on collection, transportation, conversion, disinfecting of waste of vehicles, their use and utilization;
determination of ecological and technical requirements, and also requirements of industrial safety for the organizations which are engaged in utilization of vehicles;
procedure for removal from accounting of vehicles in law-enforcement bodies without collection of charges in connection with their utilization;
implementation, since 2021, the mechanism of encouragement of physical persons and legal entities for voluntary utilization of obsolete vehicles.
4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan on financial and economic questions and questions of reducing poverty - the Minister of Economic Development and reducing poverty of Kuchkarov Zh. A.
