About some questions of activities of the Military-industrial commission of the Russian Federation and plenipotentiaries of the President of the Russian Federation in federal districts

For the purpose of enhancement of activities of the Military-industrial commission of the Russian Federation I decide:

1. Form presidium of board of the Military-industrial commission of the Russian Federation.

2. Assign to presidium of board of the Military-industrial commission of the Russian Federation powers on adoption of the operational decisions aimed at providing realization of the tasks and functions referred to maintaining board of the Military-industrial commission of the Russian Federation.

3. Determine that:

a) meetings of presidium of board of the Military-industrial commission of the Russian Federation can be held at the request of the President of the Russian Federation, the Russian Prime Minister, and also in some cases at the request of the chairman of board of the Military-industrial commission of the Russian Federation;

b) the operating procedure of presidium of board of the Military-industrial commission of the Russian Federation affirms the Government of the Russian Federation;

c) the structure of presidium of board of the Military-industrial commission of the Russian Federation affirms the chairman of board of the Military-industrial commission of the Russian Federation from among the members of board of the Commission replacing positions of Federal public civil service in the Russian Government Office.

4. To plenipotentiaries of the President of the Russian Federation in federal districts:

a) provide coordination of activities of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies in the respective federal districts according to the solution of the tasks connected with implementation of investment projects on ensuring production of samples of arms, the military, special equipment, ware property and equipment, rendering assistance of defense industry complex to the organizations in attraction of manpower and increase in level of social guarantees of employees of such organizations;

b) form together with management officials of subjects of the Russian Federation in the respective federal districts working groups for the purpose of the solution of the tasks specified in the subitem "an" of this Item, approve regulations on such working groups and their structures on positions.

5. Bring in the Regulations on the Military-industrial commission of the Russian Federation approved by the Presidential decree of the Russian Federation of September 10, 2014 No. 627 "About the Military-industrial commission of the Russian Federation" (The Russian Federation Code, 2014, No. 37, Art. 4938; 2018, No. 26, Art. 3821; 2022, No. 44, Art. 7547; 2023, No. 1, Art. 193; No. 13, Art. 2257), following changes:

a) state Item 5 in the following edition:

"5. The commission is created as a part of the commission chairman, the first deputy of the commission chairman, the vice-chairman of the Commission, the secretary of the Commission and members of the commission.";

b) to state paragraph two of Item 7 in the following edition:

"Preparation and the organization of carrying out commission sessions are performed by the secretary of the Commission.".

6. 7. To the government of the Russian Federation to bring the acts into accord with this Decree.

8. This Decree becomes effective from the date of its signing.
