1. Approve enclosed:

Regulations on procedure for expert maintenance of results of engineering researches and (or) Sections of the project documentation of capital construction project;

changes which are made to acts of the Government of the Russian Federation.

2. Recognize invalid separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

3. This resolution becomes effective since September 1, 2023, except for paragraphs of fifty second, fifty third, sixty third - the sixty fifth, eighty fifth - the eighty seventh and ninety fifth - the hundred second subitem "b" of Item 1 and the subitem "b" of Item of 2 changes approved by this resolution, which are becoming effective from the date of official publication of this resolution.

Regulations on procedure for expert maintenance of results of engineering researches and (or) Sections of the project documentation of capital construction project

I. General provisions

1. This Provision establishes evaluation procedure of compliance of results of the engineering researches executed for preparation of the project documentation of capital construction project (further respectively - assessment of results of engineering researches, results of engineering researches), to requirements of technical regulations, assessments of conformity of Sections of the project documentation of capital construction project, including the Sections of the project documentation prepared in relation to stage of construction, reconstruction of capital construction project, requirements of technical regulations, sanitary and epidemiologic requirements, requirements in the field of environmental protection, to requirements of the state protection of objects of cultural heritage, requirements to safe use of atomic energy, requirements of industrial safety, requirements to ensuring reliability and safety of electric utility systems and power generation facilities to requirements of anti-terrorist security of object, task of the builder or technical customer of designing and results of engineering researches (further respectively - assessment of Sections of the project documentation, Sections of the project documentation) in the form of expert maintenance (further - expert maintenance).

2. Expert maintenance can be performed according to the decision of the builder or technical customer. Expert maintenance is performed by the executive body or the organization authorized on conducting examination of the project documentation and (or) examination of results of engineering researches (further - the expert organization), based on the agreement on carrying out expert maintenance (further - the agreement).

3. The conclusion of the agreement and carrying out expert maintenance are performed to the direction of results of engineering researches and (or) the project documentation for examination of the project documentation and (or) examination of results of engineering researches.

II. Conclusion of the agreement

4. For the conclusion of the agreement the builder, the technical customer, person which provided accomplishment of engineering researches and (or) preparation of the project documentation in the cases provided by parts 1.1 and 1.2 of article 48 of the Town-planning code of the Russian Federation or their authorized representative (further - the applicant) directs to the expert organization the statement for the conclusion of the agreement (further - the statement for the conclusion of the agreement) in which are specified:

a) subject of expert maintenance (assessment of results of engineering researches, assessment of Sections of the project documentation, assessment of results of engineering researches and Sections of the project documentation);

b) the information about the applicant (if the builder, the technical customer, person which provided accomplishment of engineering researches and (or) preparation of the project documentation in the cases provided by parts 1.1 and 1.2 of article 48 of the Town-planning code of the Russian Federation their authorized representative and the applicant not the same person, these data are specified also concerning person for the benefit of whom the application for the conclusion of the agreement is submitted):

for the legal entity - the complete and reduced names, the primary state registration number, identification taxpayer number, the location and the address with indication of settlement territory code according to the All-Russian Classifier of Territories of Municipal Units OK 033-2013 (All-Russian Classifier of Territories of Municipal Units), the e-mail address (in the presence);

for the individual entrepreneur - surname, name, middle name (in the presence), the primary state registration number of the individual entrepreneur, identification taxpayer number, registration address with indication of settlement territory code according to the All-Russian Classifier of Territories of Municipal Units OK 033-2013 (All-Russian Classifier of Territories of Municipal Units), the e-mail address (in the presence);

c) data on capital construction project (each of capital construction projects if the project documentation provides construction, reconstruction of 2 and more capital construction projects) concerning which the project documentation and (or) results of engineering researches are prepared:

name of capital construction project;

functional purpose of capital construction project according to the qualifier of capital construction projects on their assignment and functional and technological features (for the purposes of architectural and construction designing and maintaining the unified state register of experimental testimonies of the project documentation of capital construction projects) approved by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of construction, architecture, town planning;

postal (construction) address of capital construction project;
