1. This Procedure is prepared according to Item 1.12 of the Presidential decree of the Azerbaijan Republic "About application of the Law of the Azerbaijan Republic "About blood donorship, components of blood and service of blood" of July 18, 2005 No. 263.
2. In case of natural disasters, accidents and other emergency situations and emergence at the same time of the urgent need for blood and components of blood, the Ministry of Health of the Azerbaijan Republic together with the Ministry of Emergency Situations of the Azerbaijan Republic and local executive bodies will organize mass donorship of blood.
3. For the urgent organization of blood donation the appeal to the population through media becomes, and conditions for delivery by the blood population in in advance determined places are created.
4. Irrespective of pattern of ownership, all organizations and the organizations, military units create necessary conditions for health workers and help active participation of citizens in blood donorship.
5. In case of emergency situations for the organization of donorship of components of blood up to standard the Ministry of Emergency Situations of the Azerbaijan Republic and the Ministry of Health of the Azerbaijan Republic perform the following events:
* creation of inventory of the blood sacks and systems of blood transfusion provided for emergency situations;
* creation of inventory of reactants and the equipment for inspection of the taken blood;
* creation of inventory of blood components and krovezamenyayushchy solutions;
* providing medical personnel with vehicles, thermal containers and the cooling reagents for delivery to the taken blood, blood components to appropriate places;
* holding the corresponding trainings among medical personnel and the population.
