About measures for further enhancement of system of training and scientific research in the sphere of physical culture and sport

For the purpose of training of qualified personnel, reduction of training process in compliance with international standards, digitalizations of management system, further increase in pedagogical and scientific potential, radical improvement of quality of research work, and also achievement of good results in the sphere of physical culture and sport by transfer of the advanced foreign sports and educational technologies:

1. At the Uzbek state university of physical culture and sport (further - University) and its branches:

create educational programs according to the program of the foreign highest educational institution taking high position in the international rating carry out accreditation of the directions of formation of bachelor degree and specialties of magistracy for ensuring the academic exchange of students and creations of ample opportunities for their training in cooperation with the lead foreign highest educational institutions;

organize educational process on the basis of credit and modular system for increase in sports skill and training of students on the basis of variable curricula on individual trajectory, to implement this system in full up to 2024/2025 academic years;

review up to 2024/2025 academic years qualification requirements to all directions of formation of bachelor degree and specialties of magistracy, including to implement system of certification of the competences estimating knowledge, skill and pedagogical skills of graduates of bachelor degree and undergraduates.

2. Determine that, beginning 2023/2024 academic years, at University and its branches:

proceeding from international standards, are optimized and according to appendix No. 1 the directions of formation of bachelor degree and specialty of magistracy are entered;

on the direction of formation of bachelor degree "Sports activities (on types of activity)" the entrants having minimum the second sports category, on specialty of magistracy "The separate directions of sport" - the sports category of the candidate for the Master of Sports or the candidate for the grand masters of Uzbekistan having minimum are accepted;

for carrying out studies and master classes, and also participations in educational process are attracted the specialists of sports federations (associations) having high qualification and wealth of experience;

practice of graduates of the directions of formation of bachelor degree "Management (management of physical culture and sport)", "Management (the organization and management of sporting events)" and "Marketing (sports marketing)" is carried out in makhallyakh at the place of residence of students by the organization of mass sports competitions in the corresponding sports determined by the resolution of the President of the Republic of Uzbekistan of April 11, 2022 No. PP-201 "About measures for raising on new stage of involvement of youth to mass sport in makhallyakh";

the externship of gifted graduates (as a rule, ended with honors) will be organized by their attraction to the educational training camps of the national teams of teams held abroad and to process of holding the international competitions;

to gifted graduates the certificate on assignment of qualification category "the judge on sport" and "trainer of the second category" proceeding from knowledge gained by students, the level of use of qualification and skills by them in practice is granted.

3. Enter procedure according to which from 2023/2024 academic years at University and its branches, and also in the directions of education in the sphere of physical culture and sport of other highest educational institutions athletes are exempted from delivery of professional (creative) admission examinations with award of the maximum point:

awarded honorary title "The honored athlete of the Republic of Uzbekistan";

having sports rank "Master of Sports of Uzbekistan of the international class" or "international grand master";

having sports rank "Master of Sports of Uzbekistan" or "grand master of Uzbekistan";

the winners (who took the 1st place) the republic sports championships, included in programs of the Olympic and Paralympic, Asian and Paraziatsky Games, for the last year. At the same time these athletes study at basis of variable curricula and are involved in opening and management of sports clubs in makhallyakh, the organizations of sporting events, promotion of benefits of sport among youth.

4. Found since January 1, 2023 the State grant of Pakhlavon Mahmoud in the sphere of physical culture and sport.

Determine that the State grant of Pakhlavon Mahmoud is appointed to one student of older year of each highest educational institution preparing personnel in the directions of the sphere of physical culture and sport according to the requirements established by the Presidential decree of the Republic of Uzbekistan of February 5, 1993 No. UP-555 "About Measures of Encouragement to the Studying Youth of Uzbekistan".

To the ministry of development of sport together with the Ministry of the higher and secondary vocational education, the Ministry of Finance and Agency on cases of youth to submit within three-months term within the Cabinet of Ministers of the offer on introduction of corresponding changes and amendments in Regulations on the state grants of the President of the Republic of Uzbekistan and the state scholarships for students of bachelor degree and procedure for their appointment.

5. Rename the Supervisory board of University into the Supervisory board on increase in personnel potential and development of scientific activities in the sphere of physical culture and sport (further - the Supervisory board), and also to approve its updated structure according to appendix No. 2.

Determine that activities of branches of University, Institute of the highest sports skill and Research institution of physical culture and sport (further - Institute) are coordinated by the Supervisory board.

Assign to the Supervisory board of task of the effective organization of management, educational and methodical, research and spiritual and educational activity, and also improvement of quality of training, enhancement of educational process and strengthening of material and technical resources of University, its branches, Institute of the highest sports skill and Institute.

6. To the supervisory board (A. Ikramov) along with the assigned tasks to realize the following address measures:

training in cooperation with the lead foreign highest educational institutions, the organization of transparent process of acceptance and increase twice the number of the studying foreign students for the purpose of increase in prestige of University;

increase in quantity of the directions on the Olympic sports at University for 20 percent, on not Olympic sports - for 60 percent;

implementation of system of annual advanced training and passing of training in the foreign states at least 10 professors-teachers, and also attraction to training process at University of the leading professors-teachers from the foreign states for the purpose of continuous development of professional competences of professors-teachers of University;

achievement of inclusion of University in the industry, regional or thematic ratings of internationally acknowledged organizations (QS or TNE) till 2025, till 2030 - inclusion of University in top-1000 the list of the highest educational institutions in the ratings of internationally acknowledged organizations (QS or TNE);

increase in 1, time and bringing to 45 percent of scientific potential by expansion of scale and increase in efficiency of basic and applied researches at University, strengthenings of integration of science and production;

increase in effectiveness of scientific and methodical activities of professors-teachers of University by the number of textbooks - in 1,8 of time, education guidances - in 1,8 of time, Articles included in the Scopus and Web of Science databases - in time 4,4;

enhancement of modern educational and scientific and laboratory bases (functional, biochemical, psychodiagnostic, biomechanical, genetic and other laboratories), their equipment by the advanced processing equipment, and also updating of fund for 60 percent by forming of single library stock at University and Institute;

development of paid services by holding educational training camps and sports competitions of national teams on sporting venues of University under lease and paid basis, and also increase in the size of extrabudgetary funds.

7. Approve:

The main target indicators (indicators) of development of activities of the Uzbek state university of physical culture and sport in 2022 - 2025 according to appendix No. 3;

The program of complex development of activities of the Uzbek state university of physical culture and sport according to appendix No. 4;

The program of projects implementation of creation and implementation of new developments and technologies by the Uzbek state university of physical culture and sport according to appendix No. 5.

To the supervisory board (A. Ikramov) to realize the measures necessary for achievement of each target indicator (indicator), to regularly discuss the matter at the meetings.

8. Create since January 1, 2023 in structure of the Assessment Center of Competences University.

Determine that:

assessment of level of knowledge and practical skills of professors-teachers, research associates, trainers, methodologists, other workers and graduates of sports and educational and highest educational institutions of system of the Ministry of development of sport, and also development of recommendations about further increase in their pedagogical and scientific potential are determined by the main objectives of Assessment center of competences;

The assessment center of competences is operated by directly Supervisory board, its activities are financed by extrabudgetary funds of University;

The supervisory board takes all measures necessary for the effective organization of activities of Assessment center of competences, including implementation of the best practices by transfer of foreign technologies.

9. To the ministry of development of sport (A. Ikramov) in connection with the termination of activities of branch of Federal state-funded educational institution of the higher education "The Russian state university of physical culture, sport, youth and tourism" in the city of Samarkand to realize measures for involvement of the leading professors-teachers of this university in University and its branches, Institute of the highest sports skill and Institute.

10. For the purpose of further enhancement of system of scientific research in the sphere of physical culture and sport to assign the following additional tasks to Institute:

carrying out and implementation in practice of results of basic, applied and innovative researches in the sphere of physical culture and sport, including sports biomechanics, physiology, pharmacology and genetics;

scientific studying and development of recommendations about physical development and physical training of the population proceeding from its age features;

scientific studying, monitoring and determination of prospects of physical development and preparation, functional condition, technical and tactical and psychological training of members of national teams of Uzbekistan on sports (youthful, youth and adult), and also pupils and students athletes of sports educational institutions;

involvement of youth, scientists and professors-teachers to the solution of scientific and technical tasks in the sphere of physical culture and sport by transfer and commercialization of results of scientific and innovative activities, implementation startup projects;
