About court practice on the criminal cases connected with drug trafficking, their analogs and psychotropic substances
For the purpose of ensuring the correct and uniform application of the legislation by consideration of the criminal cases connected with drug trafficking, their analogs and psychotropic substances, improvement of quality of administration of law for this category based on article 17 of the Law "About Courts" Plenum of the Supreme Court of the Republic of Uzbekistan decides:
1. Draw the attention of courts that the crimes connected with drug trafficking, their analogs and psychotropic substances create serious health hazard of the population, to economic and moral principles of society, negatively influence the family relations, create other social problems.
2. By hearing of cases, the connected with drug trafficking, their analogs and psychotropic substances, it is necessary to be guided by Articles 270 - 276 Criminal codes of the Republic of Uzbekistan (further in the text - UK), the Law of the Republic of Uzbekistan of August 19, 1999 "About drugs and psychotropic substances", the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of November 12, 2015 No. 330 "About enhancement of procedure for import, export and transit through the territory of the Republic of Uzbekistan of drugs, psychotropic substances and precursors, and also control of their turnover", the Single convention on drugs (Vienna, 1961), the Convention on psychotropic substances (on February 21, 1971, Vienna), the Convention of the United Nations on fight against illicit trafficking in drugs and psychotropic substances (on December 20, 1988, Vienna), and also other international agreements of the Republic of Uzbekistan in this sphere.
