About approval of the Veterinary sanitary standard establishing measures of prevention and control of rage of animals

Based on part (1) article 29 of the Law No. 221/2007 on veterinary and sanitary activities (repeated publication: The official monitor of the Republic of Moldova, 2021, Art. No. 13-20, 10), with subsequent changes, and Article 8 and Item 1) article 9 of the Law No. 10/2009 on the state supervision of public health (The official monitor of the Republic of Moldova, 2009, No. 67, the Art. 183), with subsequent changes, DECIDES: the Government

1. Approve the Veterinary sanitary standard establishing measures of prevention and control of rage of animals it (is applied).

2. Financing of actions for supervision, control and liquidation of rage among agricultural, wild and pets will be performed for the account and within the means which are annually approved by the National agency on safety of foodstuff and from other sources which are not prohibited by the legislation.

3. To impose control over the implementation of this resolution on the National agency on safety of foodstuff.

4. This resolution becomes effective since January 1, 2024.

The veterinary sanitary standard establishing measures of prevention and control of rage of animals

Chapter I General provisions

1. This Veterinary sanitary standard establishes measures of prevention and control of rage of domestic and wild animals.

2. The basic concepts used in this Regulation have the following values:

the animal owner - any physical person or legal entity having on content of animals;

object - any fenced room, with one or several shelters, or any place where animals contain;

the animal owner - any physical person or legal entity having in property of animals;

rage - the sharp infectious encephalomyelitis affecting the person and different types of domestic and wild animals, which is characterized by extremely heavy clinical manifestations from nervous system, always coming to an end with death;

infection zone - the territory in which cases of rage were revealed;

protection zone - limits of object or hunting fund in which rage was revealed;

supervision zone - the zone established by competent authorities as a result of epidemiological investigation in which measures for control of rage are carried out, being route along which the animal with suspicion of rage or animal, rabid, moved before infectious contact and in which it could infect other mammals.

3. The national agency on safety of foodstuff (further - the Agency) provides to the public accurate and available information on requirements to health of the animals concerning rage applied when moving animals and animal products and also on regulations of control of this movement, both when importing/export, and in case of movement on the territory of the country.

4. In case of flash or spread of rage in any territory or in the third country the Agency establishes special requirements for non-commercial movement of pets from the corresponding territory or the country.

5. For the purpose of increase in efficiency of fight against rage the Agency creates system of constant surveillance and registration of cases of rage of animals and effective cooperation between representatives of the state veterinary and sanitary bodies, freely practicing veterinarians, representatives of bodies of the central and local public authority and owners of animals.

6. For the purpose of prevention of infection with virus of rage selection, packaging, marking, storage and transportation of models of tests for laboratory diagnosis of rage shall be performed only by persons who were trained and immunizirovanny against rage.

7. Precontact immunization includes primary vaccination and the subsequent revaccination by the vaccination method recommended by the producer of vaccine, employee categories which owing to the professional activity directly contact to animals with high risk of infection with rage virus.

8. Precontact immunization is recommended to the following categories of persons with high risk of infection with rage virus:

1) to veterinarians, veterinary paramedics, students of faculties of veterinary medicine / veterinary colleges, to workers of livestock objects, workers of zoos, the personnel participating in liquidation officially of the registered outbreaks of diseases, to hunters and workers of forestry;

2) the scientist who is engaged in studying of bats;

3) to personnel of the laboratories which are engaged in diagnosis of rage, studying of rage and production of vaccines against rage.

9. Precontact immunization against rage of veterinarians of the Agency, the Republican veterinary and diagnostic center and freely practicing veterinarians shall be carried out by public medical and sanitary organizations based on the lists provided by the Agency.

10. Vaccination against rage is obligatory in case of the following types of pets: dogs (Canis lupus familiaris), cats (Felis silvestris catus), domestic polecats (Mustela putorius furo), and also living in forest circles of red foxes (Vulpes vulpes).

11. Supervision of rage for the purpose of liquidation of disease is obligatory in case of the animal species belonging to the following groups: Chiroptera, Carnivora, Bovidae, Suidae, Equidae, Cervidae and Camelidae.

12. The loss according to the Order of the Government No. 645/2010 about approval of the Regulations on evaluation procedure of compensations provided to owners of the animals subjected to slaughter or killing or who were injured otherwise as a result of liquidation of the centers of infectious diseases of animals is indemnified to owners of the productive animals subjected to slaughter or killing or victims otherwise as a result of bystry liquidation of outbreak of rage.

Chapter II the Notification and measures taken in case of suspicion of rage at animals

13. Any person who noticed the fact of appearance of the animals with deviant behavior suspected of disease of rage or the died carnivores, shall report without delay about it to the veterinarian, police or local primeriya.

14. The veterinarian of the veterinary and sanitary territorial site and freely practicing veterinarian shall report about suspicion of rage in territorial subdivision on safety of foodstuff.

15. Freely practicing veterinarian and the veterinarian of the veterinary and sanitary territorial site shall:

1) to dispose if rage is suspected at wild animal, about killing of the corresponding animal with the subsequent collection of tests which will be directed to laboratory;

2) to inspect susceptible animals;
