1. Approve the enclosed instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of use of atomic energy of the Republic of Kazakhstan, according to appendix to this order.

2. To provide to department of nuclear power and industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of use of atomic energy of the Republic of Kazakhstan (further – the Instruction) is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism".

2. This Instruction disaggregates requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305 "About approval of requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation" (further – Requirements) actions for ensuring anti-terrorist security of objects, obligatory for accomplishment, vulnerable in the terrorist relation, performing activities in the field of use of atomic energy.

3. This Instruction is held for use the heads of subjects to use of atomic energy and employees providing holding actions for anti-terrorist security of subjects to use of atomic energy, heads and workers of the subjects of security activities which signed the service provision agreement on subjects to use of atomic energy, the staff of law-enforcement bodies, homeland security, members of the anti-terrorist commissions in case of control, estimates and also studying of condition of anti-terrorist security of subjects to use of atomic energy.

4. In the Instruction the following basic concepts are used:

1) subjects to use of atomic energy - sources of ionizing radiation, radioactive waste and spent nuclear fuel, nuclear, radiation, electrophysical installations, Items of storage and burial, transport packaging sets and nuclear materials;

2) check-point – specially equipped place intended for ensuring control, the omission, survey, examination of people and vehicles;

3) system of video surveillance – set of the functioning video channels, program and technical means of record and storage of video data, and also program and (or) technical means of management performing information exchange among themselves;

4) the private security organization – the commercial organization rendering security services as the business activity;

5) individual protection equipment – the means intended for protection of the worker against impact of harmful and (or) dangerous production factors;

6) damage – loss or damage of property of physical (legal) person;

7) the job specification of protection – the security guards who are taking up watch;

8) the alarm system – set jointly the operating technical means intended for detection of unauthorized penetration into the protected zone (site), violation of integrity of the protected zone (site), collection, processing, transfer and submission of information in the set type on violation of integrity of the protected zone (site);

9) technical means of protection – the means, systems and special designs applied to safety of the protected objects from unauthorized violation of their borders, plunder of material and other values;

10) the protected object – the certain room (territory) containing material or other values, or several rooms dispersed within one or several buildings combined by the general territory (single perimeter), the water area and which are under protection;

11) control and management system for access – set technically the compatible hardware and (or) the software intended for access control, differentiation of the rights to entrance and (or) exit to object and (or) its separate zones of personnel and visitors, collection and storage of information;

12) safety – condition of protection of object in case of which there is no unacceptable risk connected with causing to it harm from threat realization, or action of its effects;

13) object – the organization (organization) with organized set of personnel and (or) the building, construction, complex of buildings and constructions or their part;

14) protection of object – package of measures, the threats directed to timely identification and prevention of attack on the protected objects, emergence of emergency situations, making of act of terrorism, other illegal encroachments, extremist nature;

15) administration of object – officials, managing personnel of organization, company;

16) weak spots of object – fragment of barrier of the territory, the water area, building construction (the building, structure, construction) or rooms through which the attempt of penetration of the violator is most probable;

17) object perimeter – object border according to documents of title;

18) the inside mode – the procedure established within object provided with set of the organizational and technical actions aimed at providing the mode of privacy and protection, respect for fire and technical safety on object;

19) training (preventive) events – the preventive methods of personnel training and protection realized in the form of instructing and occupations for the purpose of instilling of skills of primary reaction;

20) the reader – the device intended for reading (input) of identification signs;

21) access control – set of the rules regulating the established procedure excluding possibility of unauthorized entrance (exit) of persons, entrance (departure) of vehicles, bringing (carrying out), import (export) of property;

22) unauthorized actions – the direct actions made by the violator concerning object, breaking provisions of the legislation, regulatory legal acts and the inside and throughput modes set on object;

23) the identifier – unique sign of the subject or access object;

24) the violator – the person who made or trying to make unauthorized action, and also person rendering him assistance in it;

25) risk – potential danger of causing damage in case of realization of threat in view of availability at object of safety of vulnerability;

26) systems and means of examination – set of the technical means intended for detection of unauthorized bringing or transportation of the prohibited objects and substances;
