About development of the Park of high technologies

(Extraction)

For the purpose of ensuring further development of the Park of high technologies I decide:

1. Reorganize public institution "Administration of the Park of high technologies" (further - administration of PVT) by accession to public institution "Secretariat of the Supervisory board of the Park of high technologies" (further - the secretariat of the Supervisory board of PVT).

2. Determine that:

2.1. strategic, organizational and current development of the Park of high technologies is provided with managing company of the Park of high technologies (further - managing company);

2.2. managing company:

promotes commodity export expansion (works, services) made (rendered) residents of the Park high technologies;

will organize the international cooperation of the Park of high technologies directed to export expansion, attraction of foreign investments, providing payment receipt to the Republic of Belarus and coordinates activities of residents of the Park of high technologies for the matters;

represents the Park of high technologies in interaction with foreign partners;

performs actions for strengthening of goodwill of the Park of high technologies and its residents;

assists creation of the subsidiary (parent) companies of residents of the Park of high technologies in foreign jurisdictions for the purpose of commodity export development (works, services), attraction of foreign investments, providing uninterrupted payment receipt for benefit of residents of the Park of high technologies;

will organize actions for investment attraction with participation of the international partners (including incubators, accelerators, venture funds);

is effective according to this Decree and other acts of the legislation, the Charter of managing company;

2.3. the managing company has the right:

receive from state bodies, other organizations and officials information on business projects and results of activities of residents of the Park of high technologies, the other information and documents necessary for implementation of the functions assigned to it. Information, component the commercial, office, protected by the law other secret and received by managing company when implementing the functions and realization of the rights, is not subject to disclosure, except as specified, established by legal acts;

send to the Supervisory board of the Park of high technologies (further - the Supervisory board of PVT) offers on development of the Park of high technologies;

implement educational projects in the field of information and other high technologies;

in accordance with the established procedure to perform business activity;

2.4. secretariat of the Supervisory board of PVT:

is the public institution accountable to Council of Ministers of the Republic of Belarus;

is effective according to the Regulations on the Park of high technologies approved by the Decree of the President of the Republic of Belarus of September 22, 2005 No. 12, and other legislation based on the Charter approved by Council of Ministers of the Republic of Belarus;

carries out the analysis and assessment of activities of the Park of high technologies;

makes offers in Council of Ministers of the Republic of Belarus on enhancement of activities of the Park of high technologies, including for their representation in accordance with the established procedure to the President of the Republic of Belarus;

performs development, approval of the interested state bodies (organizations), managing company and entering in accordance with the established procedure into Council of Ministers of the Republic of Belarus of projects of regulatory legal acts, other documents concerning activities of the Park of high technologies;

directs to the Supervisory board of PVT and managing company the materials necessary for decision making about registration of legal entities and individual entrepreneurs as residents of the Park of high technologies, deprivation of their resident status of the Park of high technologies;

conducts explanatory and methodological work by preparation by applicants of documents for registration as residents of the Park of high technologies, approval of new (additional) business projects, and also within interaction with residents of the Park of high technologies in the analysis of their activities;

based on solutions of the Supervisory board of PVT on registration of legal entities and individual entrepreneurs as residents of the Park of high technologies enters the corresponding data in the register of residents of the Park of high technologies (including operators of cryptoplatforms, operators of exchange of cryptocurrencies);

keeps the register of residents of the Park of high technologies (including operators of cryptoplatforms, operators of exchange of cryptocurrencies);

grants certificates to legal entities and individual entrepreneurs about their registration as residents of the Park of high technologies;

performs at the request of the Supervisory board of PVT scientific and technical examination (examinations), including with involvement of experts (scientific and other organizations, scientists and specialists), the documents and business projects provided by legal entities and individual entrepreneurs according to Regulations on the Park of high technologies carries out the analysis of the activities performed by residents of the Park of high technologies and its results on compliance to the types of activity provided in Item 3 of the Regulations on the Park of high technologies;

provides to the residents of the Park of high technologies, other organizations providing their activities in lease of the building, construction and the room, other property in the territory of the Park of high technologies, provides their target use;

lights activities of the Park of high technologies and its residents in mass media of the Republic of Belarus and the global computer Internet;

implements actions in the Republic of Belarus, including with the international participation, directed to strengthening of goodwill of the Park of high technologies and its residents, coordinates holding such actions with managing company;

represents the Park of high technologies in case of interaction with state bodies, other organizations of the Republic of Belarus, including concerning implementation of developments of residents of the Park of high technologies in the domestic market, developments of export and investment potential of the Park of high technologies;

prepares and publishes information materials within the competence;

performs interaction with military commissariats, the organizations of Armed Forces, and also other military forming concerning conscription of workers of residents of the Park of high technologies, including the direction of petitions for service in reserve, services in special divisions of information technologies, release from passing of military and special charges;

has the right to receive from state bodies, other organizations and officials information and documents necessary for implementation of the functions assigned to it;

annually in the I quarter of calendar year submits in the Supervisory board of PVT the annual statement about the activities for last calendar year;
