This Law determines the purposes, tasks, the principles and the main directions of the state youth policy, and also is directed to increase in the state support in providing the rights and freedoms of youth and their forming by the committed personality.

Chapter I. General provisions

Article 1. The basic concepts used in this Law

In this Law the following basic concepts are used:

1) patriotism - the ethical principle consisting of love of the citizen of Turkmenistan to the Homeland, the people, commitment to civic duty before the Fatherland and high responsible aspiration to its execution, subordination to this debt of private interests;

2) love for the country - introduction of worthy contribution to development and glory of the Fatherland;

3) youth - citizens of Turkmenistan aged from 14 up to 35 years. They are divided into groups on the basis of set of their age characteristics and features of social position in society and determined further as target groups, proceeding from nature of measures and mechanisms of the state support of youth:

a) the studying youth - the youth mastering educational programs of secondary education;

b) student's youth - the youth mastering educational programs professional, average professional, higher education;

c) young specialists are graduates of educational institution professional, average professional, higher education, employed according to the employment contract according to the profession (the direction of preparation, profession) within two years after the end of study;

d) talented youth - the youth having special creative gift, talent and which showed personal capability, achieved good results in the field of science, the equipment, education, sport, culture, art;

e) young entrepreneurs - the youth which is engaged in business activity without formation of legal entity or with formation of legal entity and which activities are referred to youth entrepreneurship;

f) scientific youth - the youth which is professionally engaged in scientific activities;

g) other youth which is not entering into the target groups specified in this Item;

4) the state youth policy - system of the social, economic, political, scientific, educational, cultural, public, organizational and legal measures directed to implementation and support of the rights, legitimate interests and freedoms of youth;

5) youth consolidation - voluntary public association which at least 75 percent from total number of members are constituted by youth, created on the basis of community of views and interests, registered according to the procedure, established by the legislation of Turkmenistan for public associations which authorized activities are aimed at providing social formation and all-round development of youth. The members of youth associations who reached age of 35 years can continue on voluntary basis in them membership before achievement of age of 37 years on condition of observance of statutory provisions of the corresponding youth consolidation;

6) social security of youth - set of the state guarantees aimed at providing physical, spiritual, intellectual, moral development and forming of youth as the committed personality in life;

7) the youth companies - the companies which in payroll of workers total at least 75 percent of youth and are created:

a) student's youth of day form of education of special educational institutions for the purpose of increasing knowledge and practical use according to the studied professions and specialties;

b) scientific youth for carrying out research, innovative activities and work on implementation;

c) entrepreneurs for the purpose of achievement of active participation of youth in public, social and economic, cultural life;

8) the youth which appeared in difficult life situation - the youth with disability, the victims of environmental and technogenic catastrophes, natural disasters, human trafficking which appeared in adverse conditions, being in special facilities of education, orphan children and children without parental support or replacing them persons which appeared in moral depression as a result of death of close relatives or fallen into unstable moral state as a result of certain catastrophic crashes;

9) youth entrepreneurship - implementation of the small and medium business answering to the following conditions:

a) age at least 75 percent of staff employees - up to 35 years;

b) in the authorized capital the share of deposits of persons is not more senior than 35 years exceeds 75 percent if it is provided by form of business of the legal entity;

10) social opportunities and conditions for youth - system of houses, buildings, constructions and others, necessary for life support of youth, and also the special organizations performing the activities for health protection, training, education, physical, spiritual and moral development of youth, assistance of its social adaptation and ensuring its employment;

11) social services for youth - the specialized non-profit organizations performing actions for rendering medical, psychology and pedagogical, legal, information and consulting services and financial support of youth, to assistance of its social adaptation, rehabilitation and protection;

12) education of youth in the spirit of patriotism - the system, target and mass educational, educational activities of public authorities, civil society and institutes of family directed to welfare and spiritual and moral values and to advantage of the person, family, society and state, based on the rules and regulations accepted in the Turkmen society, aimed at the development of the personality, creation of conditions for identification of capabilities and talent of youth and occupation by it the worthy place in society, connected with implementation of actions on forming of commitment and feeling of love to the Homeland, responsible views performed by civil and constitutional obligations on protection of interests of the Fatherland, spiritual and moral purity;

13) young family - family in which spouses did not reach age of 35 years, or incomplete family in which children (child) are raised by one parent who did not reach 35-year age.

Article 2. Participants of the state youth policy in Turkmenistan

1. The state youth policy in Turkmenistan extends to following:

1) minors;

2) the studying youth;

3) student's youth;

4) young workers;

5) young people to the daykhena;

6) young families;

7) youth associations;

8) youth companies;

9) state and public funds for protection of youth;

10) public associations of scientific youth;

11) public associations of young creative specialists and workers of art.

The foreign citizens and persons without citizenship which reached the age corresponding to target group according to article 1 of this Law and who are constantly living in the territory of Turkmenistan have the equal rights with youth of Turkmenistan according to the legislation and international treaties of Turkmenistan.

2. The state youth policy in Turkmenistan is performed:

1) public authorities;

2) local executive bodies and local government bodies;

3) public associations;

4) the legal entities and physical persons creating and realizing the state youth policy.

Article 3. Legislation of Turkmenistan on the state youth policy

The legislation of Turkmenistan on the state youth policy is based on the Constitution of Turkmenistan and consists of this Law, other regulatory legal acts of Turkmenistan regulating questions of the state youth policy.
