About the basic principles of state policy in the sphere of approval of the Ukrainian national and civil identity

This Law determines the purpose, tasks, the principles, the directions, features of forming and realization of state policy in the sphere of approval of the Ukrainian national and civil identity as the homeland security of Ukraine, guarantee of participation of citizens of Ukraine constituting providing, foreign Ukrainians, public associations and other institutes of civil society in its realization, determines powers of public authorities and local government bodies in this sphere.

Section I. General provisions

Article 1. Determination of terms

1. In this Law the following terms are used in the following value:

1) military patriotic education - the end-to-end educational process directed to forming at citizens of Ukraine of defensive consciousness, readiness for national resistance, increases in the public importance and respect for military service, motivation of citizens to acquisition of necessary kompetentnost by them in the sphere of safety and defense;

2) the volunteer of the sphere of approval of the Ukrainian national and civil identity (further – the volunteer) – physical person which voluntarily performs socially directed non-profitable activities by provision of the volunteer help with the direction of approval of the Ukrainian national and civil identity;

3) civil competence - capability of person to implement and protect rights and freedoms of man and citizen, to treat responsibly the citizen's obligations, to participate actively in public life, to keep development of democratic society and to approve supremacy of law, evolving from dynamic combination of knowledge, abilities, skills, views, values, other personal qualities connected with the ideas of democracy and supremacy of law, justice, equality, human rights, welfare and healthy lifestyle with understanding of the equal rights and opportunities;

4) civic education is set of the systematized knowledge, abilities, skills, views, values, other personal qualities connected with the ideas of democracy and supremacy of law, justice, equality, human rights, wellbeing and healthy lifestyle with understanding of the equal rights and opportunities;

5) civil stability – capability of the personality to show the national and civil identity in everyday life and in the conditions of negative external impacts;

6) civil and patriotic education - the end-to-end educational process directed to awareness by citizens of the responsibility for development of the successful country and importance of care of the benefit of the Ukrainian people;

7) spiritual and moral education – the end-to-end educational process directed to forming and development of cultural and moral wealth of citizens of Ukraine, foreign Ukrainians, and also foreigners and stateless persons which are in Ukraine on legal causes, on the basis of the public and state (national) values of Ukraine;

8) sphere institution approval of the Ukrainian national and civil identity - the legal entity irrespective of legal form and pattern of ownership, the performing sales activity of the projects in the sphere of approval of the Ukrainian national and civil identity directed to national and patriotic, military patriotic education and/or civic education;

9) institutes of civil society – the non-profitable organizations operating according to the legislation of Ukraine;

10) infrastructure according to the Ukrainian national and civil identity – buildings, constructions, other rooms, the parcels of land on which they are located, the approvals of the Ukrainian national and civil identity used by subjects of the relations in the sphere for realization of state policy and projects in the specified sphere;

11) coordination council concerning approval of the Ukrainian national and civil identity - the permanent advisory advisory body formed under the Cabinet of Ministers of Ukraine, to Council of Ministers of the Autonomous Republic of Crimea, local executive body, local government body participates in estimation of efficiency of state policy in the sphere of approval of the Ukrainian national and civil identity and promotes coordination of activities of subjects of the relations in the specified sphere in the corresponding territory;

12) national and patriotic education - the end-to-end educational process directed to approval of the Ukrainian national and civil identity, forming of defensive consciousness on the basis of the public and state (national) values of Ukraine, social activity and responsibility, readiness for efficient accomplishment of civic and constitutional duty on protection of national interests, the state independence and territorial integrity of Ukraine;

13) defensive consciousness - conscious perception and readiness of the citizen for protection of independence and territorial integrity of Ukraine, the constitutional bases of state system, national interests and the public and state (national) values of Ukraine;

14) the project in the sphere of approval of the Ukrainian national and civil identity - set of actions for the purpose of the creation of product, the benefit or service directed to realization of tasks of state policy in the sphere of approval of the Ukrainian national and civil identity in the directions of national and patriotic, military patriotic education or civic education;

15) subjects of the relations in the sphere of national and patriotic and military patriotic education – the physical persons and legal entities participating in projects implementation in the sphere of approval of the Ukrainian national and civil identity in the directions of national and patriotic or military patriotic education;

16) the Ukrainian civil identity – steady understanding by the citizen of Ukraine, the foreign Ukrainian of the political legal bond with Ukraine, the Ukrainian people and civil society;

17) the Ukrainian national identity - steady understanding by person of belonging to the Ukrainian nation as the original community united by the name, symbols, geographical and ethnosocial origin, historical memory, complex of spiritual cultural values, in particular Ukrainian and national traditions;

18) the specialist in the sphere of approval of the Ukrainian national and civil identity - hired employee or person who works under the civil agreement or on a voluntary basis that was received by competences in the directions of national and patriotic, military patriotic education and/or civic education which functional obligations include questions of approval of the Ukrainian national and civil identity.

2. Other terms are used in this Law in the following values:

the term "veterans of war" - in the value given in the Law of Ukraine "About the status of veterans of war, guarantees of their social protection";

the term "volunteer" – in the value given in the Law of Ukraine "About volunteer activities";

the term "foreign Ukrainian" - in the value given in the Law of Ukraine "About foreign Ukrainians";

the term "national resistance" - in the value given in the Law of Ukraine "About bases of national resistance";

the terms "educational process", "teaching activities", "subject of educational activities" - in the values given in the Law of Ukraine "About education";

terms "security forces" and "defense forces" – in the values given in the Law of Ukraine "About homeland security of Ukraine".

Article 2. Law coverage

1. This Law governs the relations arising between legal, physical persons, subjects of powers of authority in the course of forming and realization of state policy in the sphere of approval of the Ukrainian national and civil identity.

2. Features of realization of state policy in the sphere of approval of the Ukrainian national and civil identity in certain spheres of the public relations can be established by the laws of Ukraine and other normative legal acts governing the corresponding relations on condition of observance of requirements of this Law.
