About approval of the Concept of development of tourist industry of the Republic of Kazakhstan for 2023 - 2029

The government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Concept of development of tourist industry of the Republic of Kazakhstan for 2023 - 2029 (further – the Concept).

2. To the central state and local executive bodies, other organizations (under approval), responsible for implementation of the Concept:

1) to take necessary measures for implementation of the Concept;

2) to provide timely execution of the Action plan on implementation of the Concept;

3) no later than the April 15 following after accounting year to provide information on the course of implementation of the Concept in the Ministry of Culture and sport of the Republic of Kazakhstan.

3. To represent to the Ministry for Culture and Sports of the Republic of Kazakhstan no later than the May 1 following after accounting year to authorized bodies on the state and strategic planning of the Republic of Kazakhstan the report on implementation of the Concept, and also to place it signed by the first head on Internet resource (except for information of limited access).

4. To impose control of execution of this resolution on the Ministry of Culture and sport of the Republic of Kazakhstan.

5. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.

6. This resolution becomes effective from the date of its signing.

2. Analysis of the current situation of development of tourist industry

Tourism is not only the largest, but also the most quickly developing industry of the world economy which growth rates exceed growth rates of other industries of economy almost twice. On key indicators, including by efficiency of investment investments, tourism is comparable with the oil-extracting industry.

Besides, projects implementation of tourist industry allows to create significant amount of permanent workplaces. For example, full functioning of WarnerBrothers theme park in the UAE requires about 5500 permanent employees whereas functioning of the high-technology plant on production of paint and varnish products requires only 10 workers.

Within the last six decades in the world the non-stop growth of tourism was observed. The international tourism in many countries was the driver of social and economic development through creation of workplaces, export of services and development of infrastructure.

In May, 2019 in Kazakhstan the State program of development of tourist industry for 2019-2025 was adopted (further – the State program).

Following the results of implementation of the State program for the period 2019-2022 the following was reached:

the list of the visa-free countries is expanded to 79 countries, migratory cards and registration of foreigners for the period up to 30 days are cancelled;

examination is conducted, places where availability of sanitary and hygienic nodes (further – SGU) with indication of locations is necessary are determined, and the SGU Cards on tourist destination of Kazakhstan are constituted;

in 2020 the main emphasis was put on allocation of financing according to the Road Map of Employment program within which the construction of 23 projects on the amount 14, by 8 billion tenges, and also 99 SGU on the amount 1, in 0 billion tenges was financed;

the Economy of Simple Things Program includes 5 codes of the general qualifier of types of economic activity (further – OKED) tourism and more than 58 projects on the amount more than 26 billion tenges with crediting term to 10 years are financed;

within "DKB 2025" more than 177 projects on the amount more than 60 billion tenges with crediting term to 5 years are financed;

the concept of development of the state national natural parks (further – GNPP) which became basis of the corrected master plans is developed and disaggregated;

in GNPP of Almaty region 4 strategic investors who successfully realize the projects were attracted;

at 12 airports of Kazakhstan the Open Sky regime is introduced;

in 2020 in the city of Turkestan the International university of tourism and hospitality is open.

For the purpose of enhancement of the legislation in the field of tourist activities the Law of the Republic of Kazakhstan "About modification and amendments in some legal acts of the Republic of Kazakhstan concerning tourist activities" which provides implementation of system measures of the state support of tourist industry (subsidizing of tour operators for the foreign tourist (15 thousand tenges) is adopted; compensation on acquisition of the machinery and equipment (ropeways, ratraks, snow cannons) for ski resorts (25%); compensation of part of costs in case of construction, reconstruction of objects of tourist activities (10%), objects of roadside service (10%) (further – OPS), on acquisition of tourist's buses (25%); subsidizing of content of SGU (83, 3 thousand tenges); compensation of the children's air ticket as a part of tourist's packet (Kids Go Free).

At the same time, the concept of the priority tourist territory – the territory with special potential of tourist development included in the list of objects of republican level of the card of turistifikation is entered.

Besides, measures of punishments for violation of visa migration regime are humanized.

Within the carried-out work on improvement of the investment climate of tourist industry the threshold for recognition of the investment project in the field of tourism, priority from 2 million MRP is lowered to 200 thousand MRP that gives the chance of receipt of investment preferences.

According to forecast calculations in 2029 the general scope of entrepreneurs new measures will reach at least 2,5 of one thousand units.

The Card of turistifikation with the territories of the republican and regional levels which are of interest to tourists is created and approved.

For the purpose of improvement of the engineering and communication and accompanying infrastructure for the period 2019-2021 80 projects on the amount more than 120 billion tenges were realized.

NPP Atameken together with local executive bodies (further – MIO) and tourist industry carries out primary inventory count of infrastructure of tourist's routes, highways, and also the sidings conducting to tourist objects.

Tax revenues from the sphere of gaming in recent years considerably increased, in 2020 – 35, 3 billion tenges, in 2021 – 501 billion tenges, in the first half of the year 2022 – 294, 4 billion tenges.
