About the Program of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2007

For the purpose of ensuring constitutional rights of citizens of the Russian Federation on receipt of free medical care the Government of the Russian Federation decides:

1. Approve the enclosed Program of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2007.

2. To the Ministry of Health and Social Development of the Russian Federation:

a) bring in accordance with the established procedure in the Government of the Russian Federation:

till April 1, 2007 - the draft of the program of the state guarantees of rendering to citizens of the Russian Federation free medical care for 2008;

till July 1, 2008 - the report on the course of program implementation of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2007;

b) in coordination with the Ministry of Finance of the Russian Federation to make explanations concerning forming and economic case of territorial programs of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2007.

3. Recommend to public authorities of subjects of the Russian Federation to approve territorial programs of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2007.

The program of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2007

I. General provisions

The program of the state guarantees of rendering to citizens of the Russian Federation of free medical care for 2007 (daleeprogramm) determines types and amounts of the medical care provided to citizens of the Russian Federation in the territory of the Russian Federation is free. Financing of the Program is performed at the expense of means of compulsory medical insurance, means of budgets of all levels.

The program is developed proceeding from standard rates of amounts of medical care (by types of medical care) and standard rates of finance costs per unit of amount of medical care which are basis for forming of the expenses on rendering to citizens of the Russian Federation free medical care established in budgets of Federal Compulsory Health Insurance Fund, territorial funds of compulsory medical insurance and in budgets of all levels for the Section "Health Care and Sport" of functional classification of budgets expenses of the Russian Federation.

On the basis of the Program public authorities of subjects of the Russian Federation are developed and approve the territorial programs of the state guarantees of rendering to citizens of the Russian Federation of free medical care (further - territorial programs) including territorial programs of compulsory medical insurance.

Within territorial programs physical examination of citizens in case of statement on military accounting, appeal or revenues to military service under the contract, receipt in military educational institutions of professional education, appeal on military charges at the expense of means of budgets of subjects of the Russian Federation and local budgets is performed.

Territorial programs can provide additional amounts of medical care at the expense of means of budgets of subjects of the Russian Federation and local budgets.

II. Types of the medical care provided to citizens it is free

Within the Program are free of charge provided:

a) emergency medical service in case of conditions, life-endangering or to health of the citizen or the surrounding his faces caused by sudden diseases, exacerbations of chronic diseases, accidents, injuries and poisonings, complications in case of pregnancy and childbirth;

b) the out-patient and polyclinic help including actions for prevention (including on carrying out preventive inoculations, routine inspections and dispensary observation of citizens), diagnostics (including in the diagnostic centers) and to treatment of diseases in polyclinic, at home and in day hospitals of all types;

c) stationary medical care:

in case of sharp diseases, exacerbations of the chronic diseases, poisonings, injuries requiring intensive therapy, the round-the-clock medical observation and isolation according to epidemiological indications;

in case of planned hospitalization of citizens with the diseases requiring the round-the-clock medical observation for the purpose of performing diagnostics, treatment and rehabilitation, including in sanatoria, children's sanatoria, and also in sanatoria for children with parents;

in case of pregnancy pathology, childbirth and abortions;

in the period of neonatality.

In case of delivery of health care providing citizens in accordance with the legislation of the Russian Federation by necessary medicines, products of medical appointment, and also providing handicapped children with specialized food is performed.

III. Sources of financing of the medical care provided to citizens free of charge Medical care in the territory of the Russian Federation it is provided at the expense of means of compulsory medical insurance and means of budgets of all levels.

At the expense of means of compulsory medical insurance within the basic program of compulsory medical insurance the out-patient and polyclinic and stationary help providing is provided:

providing, including medicines in accordance with the legislation of the Russian Federation, in case of infectious and parasitic diseases (except for diseases, sexually transmitted, tuberculosis and acquired immunodeficiency syndrome), in case of the new growths, diseases of endocrine system, frustration of food and metabolic disorders, diseases of nervous system, diseases of blood, the haematogenic bodies and separate violations involving the immune mechanism, diseases of eye and its additional device, diseases of ear and mastoidal shoot, blood circulatory system diseases, diseases of respiratory organs, diseases of digestive organs, diseases of urinogenital system, diseases of skin and hypodermic cellulose, diseases of bone and muscular system and connecting fabric in case of injuries, poisonings and some other consequences of impact of the external reasons, in case of congenital anomalies (malformations), deformations and chromosomal violations, and also in case of pregnancy, childbirth, during the postnatal period and in case of abortions;

implementation of actions for prevention (including on carrying out preventive inoculations, routine inspections and dispensary observation of citizens, in particular healthy children), to diagnostics and treatment of diseases, and also on prevention of abortions.

At the expense of means of the federal budget:

specialized medical care, including high-technology, rendered in the federal specialized medical organizations is provided;
