1. Take into consideration that:

a) for project implementation "Net energy for buildings in Uzbekistan" (further - the Project) the Board of directors of the World Bank approves on June 24, 2022 allocation of borrowed funds by International Development Association to the Republic of Uzbekistan in the amount of 143, by 0 million US dollars for a period of 30 years, including 5-year grace period;

b) The project consists from:

the "Increase in Energy Efficiency and Introduction of Investments into Net Energy for Public Buildings" component with the amount of financing in the amount of 138, 0 million US dollars;

the "Technical Assistance, Increase in Potential of Personnel within the Project and Support of Its Realization" component with the amount of financing in the amount of 5, 0 million US dollars.

2. Determine that:

The project is implemented in the Republic of Karakalpakstan, in all areas and the city of Tashkent during 2023 - 2028;

for effective project implementation of energy saving by off-budget Cross-industry fund in case of the Department of Energy (further - Fund) on preliminary stages the international consultants having experience in this sphere are attracted and the Project implementation team as the legal entity is created;

the Interdepartmental commission on project implementation coordination responsible for implementation of general control and coordination of implementation process of the Project (further - the Commission), and Interdepartmental procurement commission for implementation of purchases is created;

the tax amount on value added which is formed within project implementation becomes covered at the expense of means of the republican budget according to the procedure, established by the legislation;

the covering within project implementation of tax amount on value added at the expense of means of the republican budget is contribution of the Republic of Uzbekistan to project implementation;

the chief executive of Fund is granted the right to establishment of surcharges and salary supplements of the head and workers of the Project implementation team at the expense of the sources which are not forbidden by the legislation;
