1. Approve the enclosed Rules of registration in information system.

2. To provide to committee of trade of the Ministry of Trade and integration of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication, except for the subitem 2) of Item 2, of Items 3 and 4, which become effective since July 2, 2023.

Rules of registration in information system

Chapter 1. General provisions

1. These rules of registration in information system (further – Rules) are developed according to subitem 15-9) of article 7 of the Law of the Republic of Kazakhstan "On regulation of trading activity" (further – the Law) and determine order of registration in information system.

2. In these rules the following basic concepts are used:

1) information system – the organizational arranged set of the information and communication technologies, service personnel and technical documentation realizing certain technology actions by means of information exchange and intended for the solution of the specific functional objectives provided by these rules and the Law of the Republic of Kazakhstan "On regulation of trading activity";

2) the user – the individual entrepreneur or the legal entity whose core activity is provision in lease (use) of trade places in large shopping facilities, and also in the trade markets, ensuring functioning of such objects and the organization of their work according to the legislation of the Republic of Kazakhstan on regulation of trading activity, performing the activities through information system;

3) the subject of domestic trade – the physical person or legal entity performing according to the procedure, established by the legislation of the Republic of Kazakhstan, domestic trade;

4) QR code (Quick Response code) – code of bystry response, type of matrix bar codes (or two-dimensional bar codes).

Chapter 2. Order of registration in information system

3. The user performs registration in information system through the portal of the electronic government egov.kz.

The information system is integrated (if necessary) with other objects of informatization of "the electronic government".

4. The user when passing the procedure of registration in information system needs to use the page of authorization of the web portal of "the electronic government" (IDP SSO). After authorization the user in information system carries out the following actions for registration:

1) to choose type (physical person, the legal entity) which the user treats;

2) to specify IIN of physical person, or BIN of the legal entity, to specify contact information (number of the cell phone, the e-mail address);

3) to Complete registration.

5. Process of registration of the user is considered complete after receipt of registration confirmation in information system.

After registration the personal study in information system in which services which are available via the computer and (or) the mobile device, to filling and placement of the following information accumulate is provided to the user:

1) characteristic of the trade place (trade, warehouse, area, room height, equipment, temperature conditions);

2) the price for square meter and lease term of the trade place;

3) photo and (or) video of the trade place;

4) the approved regulations of work and the list of additional services of the trade market, the large shopping facility;

5) lease agreement (uses) of shopping facilities and (or) trade places;

6) notifications of the subjects of domestic trade registered in information system, at least in month about modification and amendments in the list of additional services or about its approval;

7) data on transfer of the trade place, shopping facility to the third party.

According to the lease agreements (use) of shopping facilities and (or) trade places concluded for term year and more than one calendar year information on the subitem 5) of this Item it is transferred downloaded) from other objects of informatization of "the electronic government".
