About creation of additional conveniences to implementation of payments by the population
For the purpose of increase in share of the advanced types and payment methods, support of healthy competition and new technology solutions in the market of payment services, and also creations of additional conveniences to the population:
1. Establish procedure according to which since May 1, 2023 commission payments (charges) for the rendered payment services on the payments given in appendix, and also beneficiaries of which are the budget and corporate customers are collected not from the payer - physical person, and by deduction from payment amount irrespective of payment method.
To provide to the budget and corporate customers who are beneficiaries of the payments specified in this Item till May 1, 2023 entering of corresponding changes into current agreements on rendering payment services.
At the same time to determine the amount of commission payments (charges) to one percent of payment amount, however their total amount cannot exceed the extreme sizes established by the Central bank.
2. Implement for a period of up to May 1, 2023 in the city of Tashkent according to the procedure of legal experiment practice of rendering services in cash withdrawal of money in points of trade and rendering the services covered by network of virtual cash desks within the limiting limit set by the Central bank and one-day cash cash revenue.
At the same time the procedure for rendering services in cash withdrawal of the money specified in this Item is established by the Central bank.
3. To Central Bank step by step to finish work on mutual integration of HUMO and UZCARD payment service providers, in particular ATMs - till May, 2023, system of payment terminals - until the end of 2023.
4. And finance together with the Central bank till September 1, 2023 to provide to the Ministry of Economics integration of information system of the Ministry of Economics and finance into System of bystry payments of the Central bank for implementation of online calculations in the mode 24/7 through the Single treasurer account.
5. To impose control of execution of this resolution on the deputy prime minister D. A. Kuchkarov.
