According to Item 3 of article 27 of the Law of the Republic of Kazakhstan "About control of specific goods" I ORDER:

1. Approve:

1) the List of technical means of control of specific goods according to appendix 1 to this order;

2) Rules of use of technical means of control of specific goods according to appendix 2 to this order.

2. Procedure to provide to committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan in the established legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Finance of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Finance of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

List of technical means of control of specific goods

1. Technical means of operative communication (the figurative, stationary (basic), automobile equipment of radio communication working at specially allocated radio frequencies).

Rules of use of technical means of control of specific goods

Chapter 1. General provisions

1. These rules of use of technical means of control of specific goods are developed according to Item 3 of article 27 of the Law of the Republic of Kazakhstan "About control of specific goods" (further – the Law) determine procedure for use of technical means of control of specific goods (further – TSK).

2. TKS – the technical means of control used by bodies of state revenues (further – OGD) in case of control of movement of specific goods through Frontier of the Republic of Kazakhstan (further – Gosgranitsa) with state members of the Eurasian Economic Union (further – EEU), for the purpose of reducing time of carrying out and identification of the facts of offenses in the field of control of specific goods.

Chapter 2. Procedure for use of technical means of control of specific goods

3. The official of OGD exercising control of specific goods depending on forms of control and specifics of movement of goods and vehicles determines need of application of these or those TSK.

4. In case of control of movement of specific goods through Gosgranitsa with state members of EEU in the form of survey or examination by officials of OGD the following TSK are applied:

1) technical means of control of carriers of audio and video information (wearable video recorders, video cameras, cameras, tape recorders, videorecorders, players of all systems and formats, telemonitors, TVs, special computer control systems, photo, film, slaydproyektor, devices for viewing by the microfiche, devices for deleting audio-, video information) – for fixing of the facts and events;

2) technical means of identification:

devices of determination of authenticity of transport (transportation) and business documents – for determination of authenticity of transport (transportation) and business documents;

devices of identification of precursors – for determination of authenticity of precursors;

devices of identification of explosives – for identification of explosives;

detectors of microparticles and the analysis of vapors of explosives – for identification and (or) check of explosives by collection of microparticles napkins or vapors by means of the detector compressor from suspicious sites and their room in the detector for production of the analysis;

X-ray fluorescent analyzers – for the analysis of substances in firm, liquid and powdery state;

weighing devices – for weighing of the specific goods moved through state border with state members of EEU;

identifiers, detectors and analyzers of substances – for check of goods and vehicles for the purpose of identification of chemicals;

devices of reading of electronic locking and sealing devices (further – ZPU) (electronic and navigation seals) (stationary, figurative and mobile) – for check, reading, removal, and also control of the authorized opening of electronic ZPU (electronic and navigation seals);

devices of reading of barcodes (barcode scanner) – for identification of labels, stickers, markings with barcode.
