1. Approve the enclosed Rules of determination by executive bodies of the government of the need for involvement of foreign workers and forming of quotas for implementation by foreign citizens of labor activity in the Russian Federation.
2. The Ministry of Labour and Social Protection of the Russian Federation claims:
the commitment form of employers, customers of works (services), including the foreign citizens registered as individual entrepreneurs, about manpower requirement for substitution of the vacant and created workplaces by foreign workers and procedure for its filling;
form of representation by subjects of the Russian Federation of offers on the need for involvement of foreign workers and on amounts of quotas for implementation by foreign citizens of labor activity in the Russian Federation, and also requirements to reasons for these offers.
3. To the Ministry of Health and Social Development of the Russian Federation with participation of the Ministry of Economic Development and Trade of the Russian Federation till March 1, 2007 to approve technique of efficiency evaluation of use of foreign labor power.
