About approval of the Development program of business of the Kyrgyz Republic till 2026

For the purpose of implementation of the National development program of the Kyrgyz Republic till 2026 approved by the Presidential decree of the Kyrgyz Republic of October 12, 2021 No. 435, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve:

1) the Development program of business of the Kyrgyz Republic till 2026 according to appendix 1;

2) the Actions plan of the Cabinet of Ministers of the Kyrgyz Republic on program implementation of business development of the Kyrgyz Republic till 2026 according to appendix 2.

2. To state bodies of the executive authority of the Kyrgyz Republic, plenipotentiaries of the President of the Kyrgyz Republic in areas, to National Statistical Committee of the Kyrgyz Republic (in coordination), to National investments agency in case of the President of the Kyrgyz Republic (in coordination), Chamber of Commerce and Industry of the Kyrgyz Republic (in coordination), to National Bank of the Kyrgyz Republic (in coordination) annually, till June 1 and till December 31 of the year following the accounting period to provide in the Ministry of Economy and Trade of the Kyrgyz Republic information on the course of implementation of the Actions plan of the Cabinet of Ministers of the Kyrgyz Republic on program implementation of business development of the Kyrgyz Republic till 2026.

3. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

4. This resolution becomes effective after fifteen days from the date of official publication.

The development program of business of the Kyrgyz Republic till 2026

9. The Presidential decree of the Kyrgyz Republic "About increase in the status and image of entrepreneurs of the Kyrgyz Republic" of July 1, 2022 No. 212, directed to encouragement of development of entrepreneurship in the Kyrgyz Republic and aimed at creating favorable conditions for sustainable development of business in the Kyrgyz Republic is accepted.

The program implementation promotes achievement of the following indicators reflected in the National development program till 2026 approved by the Presidential decree of the Kyrgyz Republic of October 12, 2021 No. 435:

1) ensuring annual rate of actual economic growth on average at the level of 5%;

2) achievement of GDP per capita at least 1500 US dollars;

3) decline in unemployment to the level of 5%;

4) ensuring annual inflow of direct foreign investments of at least 13% to GDP;

5) preserving the size of the public external debt at the level of no more than 60% to GDP;

6) improvement of indicator of the Kyrgyz Republic in rating on index of human development on 5 line items;

7) improvement of indicator of the Kyrgyz Republic in rating on index of global competitiveness on 10 line items;

8) decrease in level of poverty of the population to the level of 20%, including the level of children's poverty - to 25%;

9) providing at least 50% of graduates of the schools which reached basic level of functional literacy by results of All-republican testing;

10) entry of the country into top of 60 countries on index of development of the electronic government;

11) emission reduction of greenhouse gases for 17%;

12) improvement of indicator of the Kyrgyz Republic in rating on index of perception of corruption on 10 line items;

13) implementation of steady (green) purchases to 30% of annual purchasing amount.
