About enforcement of provisions of the Law No. 110/2022 on dual education

Based on Item b) Article 8 and part (3) article 21 of the Law No. 110/2022 on dual education (The official monitor of the Republic of Moldova, 2022, Art. No. 151-157, 273) DECIDES: the Government

1. Found the Register of units in system of dual education based on the Information system of management in education.

2. Approve:

1) Criteria of compliance of unit for participation in the course of professional training in the form of dual education according to appendix No. 1;

2) Regulations on procedure for compensation of expenses of units in system of dual education according to appendix No. 2.

3. In the Order of the Government No. 601/2020 about approval of the Concept of the Information system of management in education (The official monitor of the Republic of Moldova, 2020, Art. No. 212-220, 746) to make the following changes:

1) in all text of the resolution and appendix the text "The Ministry of Education, cultures and researches" in any grammatical form shall be replaced with words "Ministry of Education and Research" in the corresponding grammatical form;

2) in the Concept:

a) add Item 11 with subitem 13-1) of the following content:

"13-1) Law No. 110/2022 on dual education;";

b) add Item 13 with the subitem 4) of the following content:

"4)" accounting of units in system of dual education" with the following functions:

a) accounting of units in system of dual education;

b) accounting of master instructors of unit;

c) accounting of agreements on cooperation in system of dual education.";

c) in Item 17 4) to add the subitem with the subsubitem of b-1) of the following content:

"b-1) Chamber of Commerce and Industry, organizations of vocational training - bring, update, delete data on units in system of dual education and master instructors of the corresponding units, and also about agreements on cooperation in system of dual education;";

d) add Item 21 with subitem 2-1) of the following content:

"2-1) Chamber of Commerce and Industry, organizations of vocational training - data on units in system of dual education and master instructors of the corresponding units, and also about agreements on cooperation in system of dual education;";

e) add Item 23 with subitem 6-1) of the following content:

"6-1) agreements on cooperation in system of dual education;";

f) add Item 27 with subitems 6-1), 6-2) and 6-3) of the following content:

"6-1) unit in system of dual education - the information object representing units corresponding to criteria for participation in programs of professional preparation in the form of dual education. Characteristics of information object "Unit in system of dual education":

a) the internal unique identifier of educational unit in ISMO;

b) state identification number of educational unit (IDNO);

c) name;

d) address;

e) phone, fax, e-mail;

f) surname, name of person responsible for realization of dual education within unit;

g) the position held by person responsible for realization of dual education within unit;

h) phone number of person responsible for realization of dual education within unit;

i) e-mail of person responsible for realization of dual education within unit;

j) sector of economy of unit;

6-2) master instructor of educational unit - the information object having the following characteristics:

a) internal unique employee identifier of educational unit in ISMO;

b) state identification number of physical person (IDNO);

c) surname, name;

d) data on educational unit in which works (IDNO, CUIIO);

e) function;

f) year of certification;

g) the taught modules, if necessary;

6-3) agreement on cooperation in system of dual education - the information object having the following characteristics:

a) unit - is specified unit in system of dual education;

b) the educational institution - is specified educational institution;

c) the registration agreement number - is specified its registration number;

d) signature date;

e) expiry date;

f) name of the program of professional preparation;

g) code of the program of professional preparation;

h) duration of the program of professional preparation;

i) MSKO level of the program of professional preparation;

j) the number of the pupils enlisted on programs of professional preparation;

k) the number of the pupils who ended programs of professional preparation;".

4. Declare invalid:

1) the Order of the Government No. 1002/2014 about approval of the Regulations on the mechanism of use of the financial resources allocated from the government budget for support of investors in preparation and personnel training (personnel) in connection with creation of new workplaces (The official monitor of the Republic of Moldova, 2014, Art. No. 372-384, 1086);

2) the Order of the Government No. 70/2018 about approval of the Regulations on the organization of programs of vocational training in the form of dual education (The official monitor of the Republic of Moldova, 2018, Art. No. 27-32, 80).

5. Implementation of provisions of this resolution will be performed for the account and within the budgetary appropriations approved in the law on the annual budget.

6. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Criteria of compliance of unit for participation in the course of professional training in the form of dual education

1. Criteria of compliance of unit for participation in the course of professional training in the form of dual education establish the minimum requirements to which there shall correspond unit to start the program of vocational training in the form of dual education.

2. Establishment of compliance of unit is performed by the Commission on check of compliance.

3. The commission on check of compliance is established by Chamber of Commerce and Industry.

4. The commission on check of compliance performs the activities on the basis of the technique approved by Chamber of Commerce and Industry.
