About approval of Rules of installation of permanent referentsny stations
According to the subitem 25) article 13 of the Law of the Republic of Kazakhstan "About geodesy, cartography and spatial data", PRIKAZYVAYU:
1. Approve the enclosed Rules of installation of permanent referentsny stations to this order.
2. To provide to committee of geodesy and cartography of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication.
3. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

to the Order of the Minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of March 14, 2023 No. 91/Tax Code
1. These rules of installation of permanent referentsny stations (further – Rules) are developed for the purpose of implementation of the Law of the Republic of Kazakhstan "About geodesy, cartography and spatial data" and contain requirements to installation of permanent referentsny stations in the Republic of Kazakhstan.
2. In these rules the following concepts are used:
1) high-precision geodetic network (further – VGS) – satellite geodetic network with average distance between adjacent geodetic Items of 150-300 km which spatial coordinates are determined concerning Items of fundamental astronomo-geodetic network;
2) the global navigation satellite systems (further – GNSS) – the space systems intended for determination of coordinate and time parameters (geographical coordinates and heights, speed and the direction of movement, time) land, water and air objects;
3) the state geodetic network (further – GGS) – the geodetic network used for the purpose of establishment and (or) distribution of the state coordinate reference system;
4) the information system "State Geodetic Support" (further – IS "GGO") – the information system intended for acceptance, processing of technical navigation information from referentsny stations, processing and storage of all geodetic, leveling, gravimetric data of updated system of geodetic support of the Republic of Kazakhstan.
5) the permanent referentsny station (further – the referentsny station) – the complex of radio-electronic and technical means located in point with the known spatial coordinates by means of which acceptance of signals of the global navigation satellite systems for the subsequent processing and transfer of the adjusting information to users is performed;
6) fundamental astronomo-geodetic network (further – FAGS) – satellite geodetic network with average distance between adjacent geodetic Items of 650-1000 kilometers which coordinates are determined in geocentric spatial system of coordinates.
3. Referentsny stations are established by physical persons and legal entities of the Republic of Kazakhstan for accomplishment of geodetic and cartographic activities and GNSS-antennas, the uninterruptible power supply unit, iron case, means of telecommunications (means of communication), lightning arrester consist of the receiver.
4. The Referentsny station is intended for acceptance, processings and data storage arriving with GNSS, also transfers of these data in IS "GGO" and the adjusting information to subjects of geodetic and cartographic activities.
5. The Referentsny station is established on the FAGS and VGS work centers within National infrastructure of spatial data.
6. Referentsny stations are permanent stations which work continuously 24 (twenty four) hours a day, 7 (seven) days a week, except for the periods of carrying out scheduled and repair work.
7. Physical persons and legal entities of the Republic of Kazakhstan before installation of the referentsny station are notified authorized body in the sphere of geodesy, cartography and spatial data on installation of the referentsny station on form according to appendix to these rules.
8. The authorized body in the sphere of geodesy, cartography and spatial data records the established referentsny stations.
9. Referentsny stations are established:
1) on the designs made and established according to requirements of the instruction for creation and development of the state geodetic leveling, gravimetric networks of the Republic of Kazakhstan of article 13 of the Law of the Republic of Kazakhstan approved by authorized body in the sphere of geodesy, cartography and spatial data according to the subitem 29) "About geodesy, cartography and spatial data";
2) with optimum conditions for accomplishment of satellite observations:
arrangement in the open area with the minimum quantity of the shielding objects (the buildings and objects interfering receipt of satellite signals);
arrangement in the place, available to entrance or approach;
visual identification on the area;
protection against external impact of multibeam distribution and sources of hindrances;
accomplishment of observations at any time all the year round.
10. In settlements referentsny stations are established on the basic bearing elements of brick, stone, concrete and steel concrete buildings and constructions, with year of postoyka more than 7 (seven) years.
11. Referentsny stations are established on buildings and constructions without cracks in walls and violations of the base.
12. The Referentsny station is completed with multisystem and multifrequency receivers.
