1. Approve the instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of road transport according to appendix to this order.

2. To provide to committee of transport of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after sixty calendar days after day of its first official publication.

The instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of road transport

Chapter 1. General provisions

1. The instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of road transport (further – the Instruction) is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism".

2. This Instruction extends to the infrastructure facilities of road transport included in lists of objects vulnerable in the terrorist relation (further - object), according to Rules and criteria of reference of objects to vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of April 12, 2021 No. 234.

3. This Instruction is held for use in work as the heads and personnel of object providing holding actions for anti-terrorist security of object under the organization of their anti-terrorist protection, and also for state and actuators when studying, checking and assessment of condition of anti-terrorist security of object.

The head of object designates person (faces) providing holding actions for anti-terrorist security of object.

The instruction disaggregates general approaches to ensuring security of object, including the organization of protection, implementation of the throughput and inside modes, and also maintaining the corresponding documentation.

4. In case of operation of object observance of Requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, No. approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 305, is provided and also to this Instruction.

5. In this Instruction the following concepts are used:

1) infrastructure of road transport – the complex of constructions (bus stations, bus stations, service points of passengers, freight terminals, stations (masterful) maintenance and repair of vehicles, construction for storage of vehicles) providing continuity of process of transportations, and also safe operation of vehicles;

2) critical zone – the room, sites and structural elements which destruction as a result of the act of terrorism can lead to fundamental breach of normal functioning of object, its essential damage or accident on it;

3) system of video surveillance – set of the functioning video channels, program and technical means of record and storage of video data, and also program and (or) technical means of management performing information exchange among themselves;

4) lighting system – set of the technical means allowing to provide necessary illumination level for system of video surveillance, visibility of people and vehicles on infrastructure facility of road transport in night-time;

5) the subject of security activities – the specialized security divisions of law-enforcement bodies of the Republic of Kazakhstan and the private security organizations performing security activities;

6) check-point – specially equipped place intended for ensuring control, the omission, examination of people and vehicles;

7) object perimeter – object border according to documents of title;
