This Federal Law determines features of legal regulation of the relations in the field of culture in connection with acceptance to the Russian Federation of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region and education as a part of the Russian Federation of new subjects - the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and the Kherson region.
1. Till January 1, 2026 the Government of the Russian Federation on the representation of the federal executive body authorized by the Government of the Russian Federation in the field of preserving, use, promoting and the state protection of objects of cultural heritage, approved with the supreme executive bodies of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region (further also - subjects of the Russian Federation), makes the decision on reference of the objects of cultural heritage (including the revealed objects of cultural heritage) which were in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region on the date of acceptance to the Russian Federation of the specified republics, areas and education as a part of the Russian Federation of new subjects and included in lists (lists, registers) objects of cultural heritage on the date of acceptance to the Russian Federation the specified republics, areas and education as a part of the Russian Federation new subjects, to the objects of cultural heritage of federal importance included in the unified state register of objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation (further - the Unified register).

Till January 1, 2026 the supreme executive bodies of subjects of the Russian Federation in coordination with the federal executive body authorized by the Government of the Russian Federation in the field of preserving, use, promoting and the state protection of objects of cultural heritage make decisions on reference of the objects of cultural heritage (including the revealed objects of cultural heritage) which were in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region on the date of acceptance to the Russian Federation of the specified republics, areas and education as a part of the Russian Federation of new subjects and the specified republics included in lists (lists, registers) of objects of cultural heritage on the date of acceptance to the Russian Federation, areas and educations as a part of the Russian Federation of new subjects, except for the objects of cultural heritage specified regarding 1 this Article to the objects of cultural heritage of regional or local (municipal) value included in the Unified register, or decisions on refusal in inclusion of objects of cultural heritage in the Unified register and about the termination of their further state protection. The procedure for acceptance by the supreme executive bodies of subjects of the Russian Federation for decisions on refusal in inclusion of objects of cultural heritage in the Unified register and about the termination of their further state protection is determined by the regulatory legal acts of subjects of the Russian Federation adopted in coordination with the federal executive body authorized by the Government of the Russian Federation in the field of preserving, use, promoting and the state protection of objects of cultural heritage.
3. Adoption of the decisions specified in parts 1 and 2 of this Article concerning objects of cultural heritage does not require conducting the state historical and cultural examination specified in articles 18 and 23 of the Federal Law of June 25, 2002 to No. 73-FZ "About objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation".

The subsequent registration in the Unified register of the objects of cultural heritage specified in parts 1 and 2 of this Article and carried to objects of cultural heritage of the corresponding category of historical and cultural value is performed according to the procedure, No. 73-FZ determined by article 20 of the Federal Law of June 25, 2002 "About objects of cultural heritage (historical and cultural monuments) of the people of the Russian Federation".

The obligatory copies of documents which are on special accounting in the libraries located in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region (the edition text, musical, cartographical, graphic; editions electronic; audioproducts, editions and other documents for blind people; audio, visual, audiovisual products (film, video, photo and phonodocuments); regulatory legal acts in the sphere of standardization, metrology and certification; patent documents), are part of national library and information fund of documents of the Russian Federation and are subject to completing, registration, the state bibliographic accounting, ensuring safety and use on the regulations established for completing, registration, the state bibliographic accounting, ensuring safety and use of documents of national library and information fund of documents of the Russian Federation which status is determined by the Federal Law of December 29, 1994 No. 77-FZ "About obligatory copy of documents".
