1. Approve:

updated Regulations on Republican road fund under the Ministry of Finance of the Republic of Uzbekistan according to appendix No. 2;

updated Regulations on procedure for forming of the income and expenditure of means of Republican road fund under the Ministry of Finance of the Republic of Uzbekistan according to appendix No. 3.

2. To republican road fund under the Ministry of Finance of the Republic of Uzbekistan together with SAC of Uzavtoyul, Gosarkhitektstroy and services of the single customer under Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas to provide strict observance of established procedure of designing, construction and reconstruction of highways public, rational and effective use of the funds allocated for the specified purposes.

To the Ministry of Finance of the Republic of Uzbekistan to establish strict control of target and rational expenditure of funds of Republican road fund for construction, reconstruction, repair and operation of highways.

3. Recognize invalid paragraphs 2, of the 3 and 5 Item 7 of the resolution of the Cabinet of Ministers No. 361 of August 21, 2003 "About questions of the organization of activities of Uzavtoyul State joint-stock company and Republican road fund under the Ministry of Finance of the Republic of Uzbekistan" and appendices No. 35, 6 and 8 to this resolution.

Regulations on procedure for designing, construction and reconstruction of highways public

I. General provisions

1. This Provision regulates procedure for designing, construction and reconstruction of the highways public (further - highways) financed by means of Republican road fund under the Ministry of Finance of the Republic of Uzbekistan (further - Fund) and other sources determined by the decision of the Government.

In this Provision the following concepts are used:

the preliminary feasibility statement or technical and economic calculation (further - PTEO/PTER/) - the document proving the choice of rational placement and the most effective engineering, organizational and economic solution of realization, ceiling price of the project in general including the cost of production equipment, on the basis of consideration of options and possible schemes of its implementation;

the final feasibility statement or technical and economic calculation (further - feasibility study/TER/) - the document establishing the final, most effective engineering, organizational and financial and economic solutions of implementation of the investment project determined on the basis of the competitive biddings;

the working project - the document consisting of the approved part with the main technical and economic indicators with ceiling price and working documentation.

II. Forecasting of design and exploration work

2. Forecasting of design and exploration work on objects of road economy for the next year is performed by Fund together with SAC of Uzavtoyul at the scheduled time, based on materials of diagnostics of condition of the existing highways, road constructions and objects of road infrastructure, according to master plans of settlements, and also programs of perspective development of network of highways.

The fund prepares primary project information of construction and reconstruction of highways (further - the project), makes their selection for the predicted period of realization and in accordance with the established procedure represents offers to the Ministry of Economics of the Republic of Uzbekistan.

III. Approval procedure and approvals of design assignment

3. The structure of design assignment (further - task) on highways establishes Fund in coordination with Gosarkhitektstroy and SAC of Uzavtoyul.
