About introduction of temporary ban on export of seeds of colza from the Russian Federation

According to article 47 of the Agreement on the Eurasian Economic Union of May 29, 2014, with appendix No. 7 to the specified Agreement, Item 1 of part 2 of article 21 of the Federal law "About Bases of State Regulation of Foreign Trade Activity" and part 2 of article 11 of the Federal law "About Customs Regulation in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" and for the purpose of ensuring food security the Government of the Russian Federation decides:

1. Establish from the date of entry into force of this resolution till August 31, 2023 inclusive temporary ban on export of seeds of colza (codes 1205 10 900 0 and 1205 90 000 9 CN FEA EEU) (further - colza seeds) from the Russian Federation.

2. The temporary ban specified in Item 1 of this resolution does not extend:

a) on the colza seeds which are taken out from the territory of the Russian Federation to state members of the Eurasian Economic Union;

b) on the colza seeds exported automobile and by rail from the territory of the Russian Federation from the check point through frontier of the Russian Federation Zabaykalsk;

c) on the colza seeds which are exported from the territory of the Russian Federation for rendering the international humanitarian assistance to foreign states based on decisions of the Government of the Russian Federation;

d) on the colza seeds which are exported from the territory of the Russian Federation within the international intergovernmental agreements;

e) on the colza seeds which are exported from the territory of the Russian Federation within the international transit carriages which are beginning and coming to an end outside the territory of the Russian Federation and also the colza seeds moved between parts of the territory of the Russian Federation through the territories of foreign states;

e) on the colza seeds which are exported from the territory of the Russian Federation as supplies;

g) on the colza seeds which are exported from the territory of the Russian Federation for the purpose of ensuring activities of the military forming of the Russian Federation which are in the territories of foreign states;

h) on the colza seeds which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation, located in Baikonur (Republic of Kazakhstan) and in the territory of the Baikonur complex;

i) on the colza seeds which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation on Svalbard archipelago;

j) on the colza seeds which are exported about the territories of the Russian Federation issued according to the customs procedures allowing export of seeds of colza from the territory of the Russian Federation before day of entry into force of this resolution, except for colza seeds which customs declaring was performed with the features provided by Articles 115 and 116 of the Customs code of the Eurasian Economic Union or with the features established by the legislation of state members of the Eurasian Economic Union on customs regulation according to Item 8 of Article 104 of the Customs code of the Eurasian Economic Union;

k) on the colza seeds which are taken out from the territory of the Russian Federation to the Republic of Abkhazia and the Republic South Ossetia;

l) on the colza seeds which are exported from the territory of the Russian Federation by physical persons for private use;

m) on the colza seeds which are exported from the territory of the Russian Federation based on the one-time licenses for export granted by the Ministry of Industry and Trade of the Russian Federation according to Item 6 of the order of the Government of the Russian Federation of December 30, 2022 No. 2535 "About features of establishment and distribution of the tariff quotas, establishment of rates of export customs duties on export of separate types of agricultural products from the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region and about modification of Item 2 of the order of the Government of the Russian Federation of September 8, 2022 No. 1580".

3. To provide to the Federal Customs Service, the Ministry of Internal Affairs of the Russian Federation and the Federal Service of troops of national guard of the Russian Federation within their competence control over the implementation of Items 1 and 2 of this resolution.

4. To the Ministry of Economic Development of the Russian Federation in accordance with the established procedure to notify the Eurasian economic commission on introduction of the temporary ban specified in Item 1 of this resolution.

5. This resolution becomes effective from the date of its official publication.
