1. Approve the Program of the state support and private sector development in the Republic of Tajikistan for 2023-2027 and the Action plan of the Program of the state support and private sector development in the Republic of Tajikistan for 2023-2027 in 2023-2025 (appendices 1 and 2).

2. To the relevant ministries and departments and executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, city of Dushanbe, cities and areas of republican subordination:

- take necessary measures for financing of effective program implementation and its Action plan within the planned means of the government budget, investment attraction and grant means;

- submit semi-annual reports on the course of accomplishment of the Program and its Action plan in the State committee on investments and management of state-owned property of the Republic of Tajikistan.

3. As the coordinating body to provide to the state committee on investments and management of state-owned property of the Republic of Tajikistan accomplishment of the Program and its Action plan and annually till February 1 to provide information on the course of their accomplishment to the Government of the Republic of Tajikistan.

1. General provisions

The program of the state support and private sector development in the Republic of Tajikistan for 2023-2027 (further - the Program) is developed for the purpose of creating favorable conditions for conducting activities of subjects of entrepreneurship as one of major factors of the solution of social and economic problems of the country, by employment and increase in real welfare of citizens of the Republic of Tajikistan.

In this direction the Government of the Republic of Tajikistan took necessary measures for implementation of the State Program of support of entrepreneurship in the Republic of Tajikistan for 2012-2020 as a result of which the number of the acting subjects of business activity increased from 187 thousand in 2012 to 342 thousand for July 1, 2021 that reflects growth of this indicator in percent 82,8. In particular, the number of legal entities increased with 26,2 of thousand to 31,3 of thousand, and the number of individual entrepreneurs with 161,2 of thousand to 310,7 of thousand that shows growth by 19 and 93 percent respectively.

6. If in 2012 the share of private sector in gross domestic product constituted percent 49,3, then in 2021 it already reached 70 percent, and in tax payment - 80 percent.
