About approval of the National plan of human rights activity in the Azerbaijan Republic

At the present stage of development of Azerbaijan activization of efforts in the field of construction of the constitutional state and human rights protection is determined as one of the main directions of state policy.

In the expired years the Azerbaijan Republic developed cooperation with the influential international structures performing activities in the field of human rights, more than 50 international documents in the field of human rights protection became the participant and achieved considerable achievements in accomplishment of the international obligations in this sphere.

Within the President of the Azerbaijan Republic approved by the Order of June 18, 1998 of the state program in the field of human rights protection legislative and institutional reforms are performed. The new judicial systems relying on the principles of democratic justice, such new institutes as the constitutional supervision, the Commissioner for Human Rights are created, law-enforcement activities are enhanced, activities of non-governmental organizations, mass media are expanded, effective mechanisms of protection in the field of ensuring human rights are created.

The new stage of development endured now by Azerbaijan causes continuation of consecutive reforms in the field of human rights protection. The forthcoming years such tasks as providing full compliance of regulatory legal acts of the Azerbaijan Republic to international standards are determined by human rights, development and implementation of new strategy of cooperation with the international organizations, enhancement of activities of state bodies from the point of view of ensuring human rights, stimulation of scientific and analytical works, expansion of work on legal education, development of interrelations between the state and civil society.

Including providing rights and freedoms of man and citizen in the Azerbaijan Republic with nation-wide task, considering the priorities determined by "Millennium development goals" of the UN and the 3rd Summit of the Council of Europe in the field of human rights protection and ensuring democracy, rule of law, for the purpose of expansion of measures in the field of human rights protection I decide:

1. Approve the National plan of human rights activity in the Azerbaijan Republic it (is applied).

2. Charge to executive bodies of the Azerbaijan Republic, and also recommend to courts and the Prosecutor General's Office of the Azerbaijan Republic to strengthen in case of application of regulatory legal acts control of observance of requirements of the legislation of the Azerbaijan Republic in the field of human rights protection.

3. Recommend Millie to Majlis of the Azerbaijan Republic by preparation of bills and adoption of the laws to be guided reflected in the Constitution of the Azerbaijan Republic, the international documents which participant is the Azerbaijan Republic, human rights and freedoms as the main criterion and to provide compliance of regulatory legal acts of the Azerbaijan Republic to the international legal documents.

4. Recommend to the Constitutional court and the Supreme Court of the Azerbaijan Republic to provide application in court practice of provisions of the international documents regulating human rights protection.

5. Charge to the executive bodies specified in the National plan of activities to involve local non-governmental organizations in implementation of the National plan of activities.

6. Charge to the Cabinet of Ministers of the Azerbaijan Republic to resolve the issues following from this Order.

7. This Order becomes effective from the date of its signing.
