1. Approve:

The regulations on procedure for placing orders on production of forms and documents, their production, accounting, storage, transportation and destruction (are applied);

The regulations on procedure for placing orders on production (acquisition) of special materials, their production, accounting, storage, transportation and destruction (are applied).

2. This resolution becomes effective after its official publication.

Regulations on procedure for placing orders on production of forms and documents, their production, accounting, storage, transportation and destruction

Chapter 1. General provisions

1. This Provision determines procedure for placing orders on production of forms of securities and documents with certain degree of protection, documents with certain degree of protection (further, unless otherwise specified, – forms and documents), their production, accounting, storage, transportation and destruction.

2. For the purposes of this provision the following terms and their determinations are used:

the organization manufacturer – the legal entity of the Republic of Belarus performing development and (or) production of forms and documents based on the corresponding license;

production of forms and documents – the complete cycle of printing works on development and production of forms and documents including processes of prepress processing, seal with use of the special materials which are elements (means) of protection of forms and documents against counterfeit or containing elements and (or) remedies from counterfeit (further – special materials), and postprinting processing;

the customer – the state body, other legal entity, the individual entrepreneur placing the order for production of forms and documents;

the specification – the document containing information necessary for production of the form and the document;

dummy – the sample of the form and document produced by digital method, line-by-line and which is page by page matching future form and the document;

proof – the prototype of the form and document made according to developed documentation for assessment of conformity to its set technical requirements and printing execution for the purpose of decision making about possibility of release of circulation;

circulation – the total quantity of the same suitable copies of forms and documents executed within one order;

reprint – the quantity of the same suitable copies of forms and documents made by the separate order without change of system of protection and art graphic design after release of the first circulation;

semifinished products of forms and documents (further – semifinished products) – the printed material containing elements and (or) remedies from counterfeit and used further by the organization manufacturer in case of production of forms and documents;

scrap of semifinished products and the made forms and documents – semifinished products and the made forms and documents which do not correspond on the quality to the established specifications and (or) the specification and owing to what cannot be used directly.

3. Production of forms and documents is performed by the organization manufacturer in case of:

observance of the conditions specified in article 30 of the Law of the Republic of Belarus of July 19, 2010 to No. 170-Z "About the state secrets";

observance of the requirements established by the resolution of Council of Ministers of the Republic of Belarus of August 12, 2014 No. 783 "About the office information of limited distribution and information which is trade secret".

4. The organization manufacturer provides technical reinforcement and the equipment with means and systems of protection of buildings (rooms, the territories), other objects intended for implementation of activities for development and production of forms and documents, and also for storage of forms and documents and their semifinished products.
