Rules of implementation of lump money payment to the military personnel passing military service under the contract in troops of national guard of the Russian Federation

1. These rules establish procedure of lump money payment to the citizens of the Russian Federation who are called up for military service on mobilization in the Armed Forces of the Russian Federation, to the military personnel undergoing military service in troops of national guard of the Russian Federation (except for the military personnel replacing military positions of cadets of the military educational organizations of the higher education which are under authority of the Federal Service of troops of national guard of the Russian Federation or the Ministry of Defence of the Russian Federation), to other citizens of the Russian Federation who concluded during special military operation the contract on passing of military service in troops of national guard of the Russian Federation for a period of one year and more (further respectively - the contract, troops of national guard, the military personnel).

2. For receipt of lump money payment the serviceman in the place of passing of military service submits the official report to the director of the Federal Service of troops of national guard of the Russian Federation - the commander-in-chief of troops of national guard of the Russian Federation (the commander of military unit, the chief of body (organization) of troops of national guard).

The copy of the contract is attached to the official report.

3. The director of the Federal Service of troops of national guard of the Russian Federation - the commander-in-chief of troops of national guard of the Russian Federation (the commander of military unit, the chief of body (organization) of troops of national guard) will organize preparation and the publication of the order on implementation of lump money payment to the serviceman in time, not exceeding 10 working days from the date of receipt of the official report (further - the order).

In the order the amount of lump money payment, the basis for payment and term (period) on which the serviceman signs the contract are specified. The statement from the order joins the personal record of the serviceman.

4. Lump money payment is performed by financial division (accounts department) of troops of national guard in which the serviceman is provided with cash allowance, based on the order and no later than 10 working days from the date of its edition.

5. In case of dismissal of the military personnel from military service before the term established by the contract on the bases provided by subitems "d" - "e.1", "z" Item 1 and subitems "v" - "e.2", "to" - "m" of Item 2 of article 51 of the Federal law "About Conscription and Military Service", the lump money payment paid to them is subject to collection (return) in the amount estimated in proportion to time (for complete months) which remained before the termination of term of the contract.
