1. Approve the enclosed Rules of transfer by customs authorities in electronic form of information on the declarations registered by customs authorities on goods and the statistical form of accounting of movement of goods established by the Government of the Russian Federation according to article 278 of the Federal law "About Customs Regulation in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation", to the Federal Treasury.

2. The paragraph of the sixth of Item 15 of appendix No. 2 to the Rules of maintaining statistics of mutual trade in goods of the Russian Federation with state members of the Eurasian Economic Union approved by the order of the Government of the Russian Federation of June 19, 2020 No. 891 "About procedure for maintaining statistics of mutual trade in goods of the Russian Federation with state members of the Eurasian Economic Union and recognition No. 1329 which voided orders of the Government of the Russian Federation of December 7, 2015" (The Russian Federation Code, 2020, No. 26, the Art. 4119), after words "authorized bank" to add with the words "or the federal executive body authorized in accordance with the legislation of the Russian Federation on implementation of the budget powers on treasurer servicing of execution of budgets of the budget system of the Russian Federation".

1. These rules establish procedure for transfer by customs authorities in electronic form of information on the declarations registered by customs authorities on goods and the statistical form of accounting of movement of goods established by the Government of the Russian Federation according to article 278 of the Federal law "About Customs Regulation in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" (further respectively - declarations on goods, accounting form), to the Federal Treasury for the purpose of implementation of currency exchange control.

Information on declarations to goods and form of accounting in electronic form is transferred by customs authorities on behalf of the Federal Customs Service to the Federal Treasury.

2. For the purposes of these rules the following concepts are used:

"the electronic message" - the message in electronic form containing information on declarations on goods and accounting form which for establishment of authenticity and integrity, and also identification of his sender is signed by the strengthened qualified digital signature (further - the strengthened digital signature) the authorized officer of the Federal Customs Service;

"the receipt of the Federal Treasury on adoption (rejection) of the electronic message" - the receipt containing information on adoption (rejection) of the electronic message by the Federal Treasury which is signed by the strengthened digital signature of the authorized officer of the Federal Treasury;

"the archival file of the Federal Customs Service" - the archival file of electronic messages which is signed by the strengthened digital signature of the authorized officer of the Federal Customs Service;

"the archival file of the Federal Treasury" - the archival file of electronic messages which is signed by the strengthened digital signature of the authorized officer of the Federal Treasury.

3. The Federal Customs Service transfers to the Federal Treasury in electronic form information:

about declarations on goods according to the list according to appendix No. 1 no later than 3 working days from the date of, the release (conditional release) by customs authorities of goods following behind day;

about accounting form according to the list according to appendix No. 2 no later than 3 working days following behind day of representation of form of accounting in customs authorities.

4. Transfer by the Federal Customs Service to the Federal Treasury in electronic form of information on declarations on goods and the form of accounting specified in Item 3 of the these rules containing information of limited distribution on foreign trade in goods is performed taking into account the features established by Regulations on procedure for the address with office information of limited distribution in federal executive bodies, authorized body of management of use of atomic energy and authorized body on space activities approved by the order of the Government of the Russian Federation of November 3, 1994 No. 1233 "About approval of the Regulations on procedure for the address with office information of limited distribution in federal executive bodies, authorized body of management of use of atomic energy and authorized body on space activities".
